Reconstruction of Portions of Altschul and Monterey Avenues – West Menlo Park Area (Projects No. RC700, F-36 [113] and RC600, F-36 [131])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the reconstruction of portions of Altschul Avenue between Camino a los Cerros and Camino de los Robles, and Monterey Avenue between Alameda de las Pulgas and Altschul Avenue.

The reconstruction of these two streets will improve the condition of these roads for the benefit of the public.

 

Background

Previous Board Action

1.

Adopted resolutions establishing minimum road standards and a priority list for road improvements in the West Menlo Park Area.

 

2.

Adopted procedures to be used by Public Works to determine if property owners want minimum road improvements built on a specific street and the minimum road standard to be used in the design of the road improvements.

 

3.

Adopted a resolution on September 13, 2005, authorizing the Director of Public Works to use the approximate center of the existing road as the center of the minimum improvements that are proposed to be constructed on this section of Altschul Avenue.

 

4.

Authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

 

History

Altschul Avenue between Camino a los Cerros and Camino de los Robles, and Monterey Avenue between Alameda de las Pulgas and Altschul Avenue, are the next two streets on the West Menlo Park road priority list adopted by your Board that are proposed for reconstruction.

 

The centerline of the road right-of-way on this section of Monterey Avenue will be used as the centerline for the proposed improvements, which is typical for reconstruction projects. However, due to the location of existing landscaping and fencing, the property owners on Altschul Avenue previously submitted a petition indicating their request that improvements on this section of Altschul Avenue be centered on an alignment which approximates the existing pavement centerline, as the existing pavement centerline is approximately 5-10 feet south of the centerline of the right-of-way.

 

Your Board considered the above-mentioned property owners petition and adopted a resolution authorizing the Director of Public Works to use the approximate center of the existing road as the center of the minimum improvements that are proposed to be constructed on this section of Altschul Avenue. The proposed improvements of Altschul Avenue have been aligned to approximate the physical center of the existing road, as requested by the Altschul Avenue property owners and authorized by your Board, by shifting to the south of the road right-of-way centerline by a maximum of seven and one-half feet.

 

The street segments to be reconstructed and the standards to be used were based on the results of property owner surveys.

 

Discussion

Plans and specifications for the work have now been prepared.

 

The San Mateo County Planning Department has determined that this project is exempt from the requirements for preparation of an EIR under Section 15301,
Class 1, of the California Environmental Quality Act (CEQA), and we have filed a Notice of Exemption with the County Clerk.

 

We are now recommending that your Board authorize calling for bids for the proposed work.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of construction is $387,000 and is proposed to be financed as follows:

Reimbursement for the cost of doing work for the West Bay Sanitary District will be covered by an agreement executed by the Director as authorized by your Board.

 

Funds have been appropriated in both the Road Fund and Roadway Improvement Fund to finance this work.

 

There is no impact to the General Fund.
