Willow Road Grade Separation Ramp Metering Project
(Project No. X3401, F-358 [10E])

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Willow Road Grade Separation Ramp Metering Project.

Vision Alignment

Commitment: Ensure basic health and safety of all.

Goal(s): Maintain and enhance the public safety of all residents and visitors.

The installation of ramp metering at the Willow Road Grade Separation will ease traffic congestion on the adjacent major arterial (State Highway 101). Traffic metering signals will benefit the public by allowing a smooth transition of vehicles onto the highway.

Background

Previous Board Action

No previous board action.

History

The Willow Road Grade Separation at State Highway 101 is the last ramp separation for metering installation along Highway 101, which completes the implementation of ramp metering on all on-ramps within San Mateo County.

This is a State Highway project that is to be constructed in conjunction with Caltrans, and the San Mateo County Transportation Authority (SMCTA). Ramp-metering design, standards, and installation are based on Caltrans’ standards.

Discussion

Plans and specifications for the work have now been prepared.

The bid date will be assigned contingent upon receipt of the E-76 authorization from Caltrans. The E-76 authorizes the County of San Mateo to proceed with advertising and calling for sealed proposals. Project bids will be accepted three weeks after project advertisement.

The San Mateo County Planning Department has determined that this project is exempt from the requirements for preparation of an EIR under Section 15301,
Class 1, of the California Environmental Quality Act (CEQA), and we have filed a Notice of Exemption with the County Clerk.

A resolution has been approved as to form by County Counsel.

Fiscal Impact

The estimated cost of construction is $213,000 and is proposed to be financed as follows:

Federal Fund (Congestion Mitigation Local Assistance Management Funds)

$213,000

County Road Fund

$0

Total Estimated Cost

$213,000

Sufficient Road Funds have been budgeted to finance the project. The federal fund will reimburse 100% of the total project cost after the project has been completed.

There is no impact to the General Fund.
