Resolution (1) Waiving the RFP and Bidding Processes for the Purchase of Aggregate and Paving Oil, and for the Rental of a Chip Spreading Machine, and (2) Authorizing a Pilot Program to Use “In-House” Forces to Apply Chip Seals to County Roads

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Director of Public Works has recommended that a chip seal pilot program be implemented to use “in-house” forces to apply chip seals to various County Roads; and

 

WHEREAS, the Director of Public Works has investigated the availability and the benefits of contracting with available vendors for aggregates and paving oils, and

 

WHEREAS, the Director of Public Works recommends that the County of San Mateo utilize vendors currently under contract to the City of San Jose and the County of Santa Clara to provide aggregate and paving oils for the chip seal pilot program, because these vendors have agreed to provide County with the same prices as the San Jose and Santa Clara programs and because these vendors have agreed to assist the County of San Mateo with their expertise in performing the work; and

 

WHEREAS, the Director of Public Works has recommended that the RFP and bidding processes be waived for the purchase of aggregate and paving oil and for the rental of a chip spreading machine, and this Board of Supervisors finds that short-term reliance on other local public entities’ competitive procurement processes will increase the chance of the pilot program’s success, will save time and money, and will permit the pilot to take place during the summer of 2007, and that therefore, it is in the County’s best interest to waive said processes for the pilot project; and

 

WHEREAS, this Board has considered and concurs with the recommendation of the Director of Public Works.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Resolution (1) waiving the RFP and bidding processes for the purchase of aggregate and paving oil, and for the rental of a chip spreading machine, and finds it is in the County’s best interest to do so, and (2) authorizing a pilot program to use “in-house” forces to apply chip seals to County roads.
