Sheriff’s Security Lot and Storage Area – Half Moon Bay Airport

 

Recommendation

Adopt a resolution authorizing an Appropriation Transfer Request (ATR) totaling $53,440 establishing an appropriation in the Capital Projects Budget to finance the construction of a security lot and storage area on Half Moon Bay Airport property.

The proposed project will provide a secured lot which will allow the Sheriff’s Office flexibility in staging equipment and vehicles in order to address the needs of coastside residents.

The need for this project was reviewed with the County Manager’s Office during the FY 2006-07 budget preparation cycle. Various sites were reviewed, and a site at Half Moon Bay Airport appeared to be the most desirable. Your Board approved the inclusion of $64,940 in the Sheriff’s Office FY 2006-07 Adopted Budget; $53,440 for the construction of the lot and an additional $11,500 as an annual expense associated with the lease of the land.

The San Mateo County Sheriff’s Office does not have a secure area on the coastside that can be used for staging of emergency response vehicles. Currently, Sheriff’s equipment and vehicles are housed at the Sheriff’s Moss Beach substation, which is not well suited for a staging area.

 
   

A suitable open lot area has been identified at Half Moon Bay Airport, which is near the administration building, with easy access from Highway One, and away from the aircraft movement areas of the airport.

An appropriation in the Capital Projects Budget will allow for the design and construction of a secured area on the Half Moon Bay Airport property which the Sheriff’s Office can use in the future.

 

Discussion

The proposed project will provide a fenced enclosure which can be used to store vehicles and equipment. The area will be paved and lit in order to ensure accessibility to the enclosure, to reduce the need for long-term maintenance and to enhance the security of the lot.

 

The property is owned by the Half Moon Bay Airport and the Airport has indicated its willingness and support to lease the subject parcel to the Sheriff’s Office for the purpose of providing a secured storage lot for Sheriff vehicles and equipment. The lease rate would be $1,200 per month, plus utility costs estimated at $50 per month.

 

The proposed improvements require the formal approval of the FAA, and the FAA has indicated to the Airport that they would not be opposed to the proposed project subject to the land use being considered revocable for the purposes of future Airport improvements or use. The Sheriff’s Office is aware of and accepts these conditions.

 

A resolution establishing the Capital Project has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of design and construction is $84,940.

 

$64,940 has been set aside in the Sheriff’s Office’s current 2006-07 budget for the design and construction of necessary improvements. The recommended ATR will transfer $53,440 into the Capital Projects Budget, upon the Boards’ approval of the enclosed Resolution. The Sheriff’s Office will transfer an additional $11,500 to Capital Projects, prior to June 30th.

 

The FY 2007-08 Recommended Budget will include additional new funds of $15,000, and the Sheriff’s Office will provide the final required $5,000 from existing budgeted funds, to make up the entire $84,940 required for the project. Future year’s budgets will also account for the ongoing leasing cost of the lot, once it has been completed.

 

There is no additional impact to the General Fund for this action, beyond that specified above.
