Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of three positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

Reclassifying two filled and one vacant position.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 55500 HEALTH POLICY, PLANNING AND PROMOTION

Action A:

Reclassify: One position of D033, Health Services Manager II

Biweekly Salary: $3,369.60 - $4,212.00

Approximate Monthly Salary: $7,301.00 - $9,127.00

To: One position of D016, Director of Policy and Planning

Biweekly Salary: $3,715.20 - $ 4,644.00

Approximate Monthly Salary: $8,050.00 - $10,063.00

Explanation:

This is the reclassification of one filled position of Health Services Manager II to the classification of Director of Policy and Planning. This position has been studied and determined to be appropriately classified as Director of Policy and Planning. This action represents a monthly salary and benefits cost of $1,329. There is no change in the total number of authorized positions.

 

Action B:

Reclassify: One position of D184S, Management Analyst Series

Biweekly Salary: $2,64.00 - $3,300.00

Approximate Monthly Salary: $5,720.00 – $7,151.00

To: One position of D023, Health Services Manager I

Biweekly Salary: $2,910.40 - $3,638.40

Approximate Monthly Salary: $6,306.00 - $7,884.00

Explanation:

This is the reclassification of one filled position of Management Analyst III to the classification of Health Services Manager I. This position has been studied and determined to be appropriately classified as Health Services Manager I. This action represents a monthly salary and benefits cost of $1,041. There is no change in the total number of authorized positions.

Action A:

Reclassify: One position of V250, Resource Specialist Patient Financial Services

Biweekly Salary: $2,858.40 - $3,572.80

Approximate Monthly Salary: $6,194.00 - $7,742.00

To: One position of D151, Financial Services Manager II

Biweekly Salary: $3,369.60 - $4,212.00

Approximate Monthly Salary: $7,301.00 - $9,127.00

Explanation:

This is the reclassification of one vacant position of Resources Specialist, Patient Financial Services to the classification of Financial Services Manager II. This action represents a monthly salary and benefits cost of $2,353.00. There is no change in the total number of authorized positions.

 

Fiscal Impact

The reclassification action and add and delete actions represents a monthly salary and benefits cost of $4,723 an annual cost of $56,676.
