Honorable Board of Supervisors

FROM:

Richard Gordon

SUBJECT:

Resolution Amending the Membership of the Midcoast Stormwater Drainage Committee

RECOMMENDATION: It is recommended that the Board of Supervisors approve a Resolution Amending the Membership of the Midcoast Stormwater Drainage Committee, to remove the requirement that the Chair of the Midcoast Community Council be the Midcoast Community Council’s representative on the Committee and add the requirement that the representative be any member of the Council as chosen by the Council. It is important to note that this is a change that comes at the request of the Midcoast Community Council.

VISION ALIGNMENT:

Commitment: 22

Goal(s):

County and local governments effectively communicate, collaborate and develop

strategic approaches to issues affecting the entire County.

BACKGROUND: On November 14th 2006, the San Mateo County Board of Supervisors passed a number of Local Coastal Program (LCP) amendments, zoning regulation amendments and County policy changes based on suggestions from the Midcoast LCP Update Project. One of those items, Resolution No. 068386, created a Midcoast Stormwater Drainage Committee (MSDC) to: (1) Discuss Midcoast stormwater drainage, flooding, and non-point source pollution issues;(2) Develop effective solutions that reduce the potential for flooding in the Midcoast; and (3) Make recommendations, as necessary, to the Board of Supervisors.

Membership in the MSDC as originally drafted included the Chair of the Midcoast Community Council. In discussions with the Council, it became evident that they desired a change to the rule stipulating that their member representative on the MSDC be their Council’s Chair. This Resolution would allow for the Midcoast Community Council to designate any of their members to represent the Council on the MSDC.

FISCAL IMPACT:
