Amendment to the Grant Agreement with the Peninsula Healthcare District to fund the Children’s Health Initiative

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of an Amendment to the Grant Agreement with the Peninsula Healthcare District to fund the Children’s Health Initiative by increasing the grant amount by $682,250, and extending the term to January 1, 2003 through December 31, 2007.

The contract contributes to this commitment and goal by providing funds to pay for the health coverage for children residing within the District’s boundaries as well as a portion of operational costs of the Children’s Health Initiative program which includes healthcare coverage outreach, enrollment, utilization and retention services to all children from low-income and middle-income families in San Mateo County.

BACKGROUND:

In 2002 your Board established and funded the San Mateo County Children’s Health Initiative (CHI) to address community-wide concern for the 17,000 County children who lacked access to comprehensive health insurance coverage. In January 2003 the new Healthy Kids insurance program was established to provide comprehensive medical, dental and vision coverage to all uninsured children ineligible for the existing Medi-Cal and Healthy Families programs.

 

CHI is funded through a commitment from the Board of Supervisors, The First 5 Commission, Sequoia Healthcare District, Peninsula Healthcare District (District) and other private funders. The District has been a funder of CHI since the program’s inception. On January 28, 2003, your Board executed a resolution approving a Grant Agreement with the District that provided $750,000 in funding for CHI. In the past two years, your Board executed Resolution Numbers 67295 and 67976 amending the Agreement. Those Amendments provided $1,364,500 in additional funds for CHI, bringing the total amount of funding received from the District to $2,114,500.

 

DISCUSSION:

CHI conducts extensive outreach, enrollment, retention and utilization activities in the District including five community enrollment sites and monthly parent orientations. CHI has also partnered with schools, churches and community agencies in the District to promote the various children’s health coverage programs. There are currently 1,469 Healthy Kids Program members living in the District.

Funding decisions by the District are made annually with notification received in January. This third Amendment to the Agreement with the District provides an additional $682,250 to fund CHI for calendar year 2007. The term of the agreement corresponds with the payment schedule established by the District. The additional funding reflects the District’s available funding for 2007. This funding supports the cost of CHI for residents of the District who are served by CHI.

This Amendment to the Agreement has been reviewed and approved by County Counsel.

 

FISCAL IMPACT:

This third Amendment to the Agreement increases the amount by $682,250 and brings the total amount to $2,796,750. An Appropriation Transfer Request (ATR) is not needed because $341,125 is included in the FY 2006-07 Adopted Budget. The remainder, $341,125, is included in the FY 2007-08 Recommended Budget. The total approved CHI budget for FY 2006-07 is $8.9 million: $6.2 million is covered with contributions from First 5 San Mateo County, Peninsula and Sequoia Healthcare Districts, foundations and other state programs; the County’s Solid Waste Fund contributes $2.7 million. The recommended CHI budget for FY 2007-08 is $9.4 million, which includes a total of $1.5 million from the Solid Waste Fund and $1.2 million from the County General Fund.
