SUBJECT: |
Recommended Revision to the Ordinance Code
Recommendation | ||
Adopt an ordinance amending Section 2.71.160 of the San Mateo County Ordinance Code.
Vision Alignment | ||
Commitment: |
Responsive, effective and collaborative government.
Goal 20: |
Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.
Providing reimbursement of up to $25.00 per course for books will facilitate employees’ career growth, thus enhancing their value to the County and furthering the goals of Succession Planning.
Background | ||
The Tuition Reimbursement Program provides that employees may be reimbursed for tuition and related fees paid for taking a course of study in an off-duty status if such a course of study is closely related to the employee’s present or probable future work assignments. This program is designed to assist employees in their career development and benefits the County by improving the skills and job performance of staff. Currently, there is no provision in the Ordinance Code that allows employees to be reimbursed for the cost of books purchased in conjunction with a course of study.
Discussion | ||
In negotiations with the American Federation of State, County and Municipal Employees (AFSCME), Service Employees International Union (SEIU) and the Building and Construction Trades Council (BCTC), the County agreed to amend the provisions of the Memoranda of Understanding relating to Tuition Reimbursement to reimburse employees up to $25.00 per course for the purchase of books. It was agreed that this change would be effective July 1, 2007. This ordinance will make the Tuition Reimbursement provisions of the Ordinance Code consistent with those in the three Memoranda of Understanding and will extend the benefit to unrepresented County employees.
Fiscal Impact | ||
The estimated annual cost of this change is $20,000. |
