Agreement with Youth and Family Enrichment Services and Acceptance of the Silicon Valley Community Foundation grant

 

RECOMMENDATION:

Adopt a resolution:

    1) Waiving the request for proposal process requirement for the provision of substance abuse counseling services to adolescent females detained in San Mateo County juvenile institutions;

    2) Authorizing the President of the Board of Supervisors to execute an Agreement with Youth and Family Enrichment Services to provide substance abuse counseling services to adolescent females detained in San Mateo County juvenile institutions for the term of July 1, 2006 through June 30, 2007, for a maximum obligation of $108,000 for which the net County cost is $68,000; and

    3) Authorizing the Chief Probation Officer to accept a Silicon Valley Community Foundation grant in the amount of $40,000 to provide substance abuse counseling services to adolescent females detained in San Mateo County juvenile institutions.

BACKGROUND:

Girls who are placed at the Margaret J. Kemp Girls Camp and in the GIRLS Program are often multi-recidivist adolescent females who have serious substance abuse issues as well as issues with self esteem and life choice decision making. Per direction from the Court, these girls are temporarily removed from their homes and committed to the Girls Camp for up to 180 days where they receive a wide variety of gender appropriate services. These services include individual and group substance abuse counseling, trauma counseling, multi-family group counseling, cognitive skills training, mentoring services, life skills and independent living skills improvement, and yoga and art therapy to help foster personal awareness and build self esteem. The GIRLS Program is comprised of three phases and may take up to 18 months to complete. During Phase I the girls are in custody, and then they proceed to the non-custody Phases II and III after reaching their stated goals in Camp. To date there have been eight graduating classes and over 140 girls have received services. The majority of the adolescent females who are assigned to the GIRLS Program are critically in need of substance abuse services upon entering the program. Under the most recent Center for Substance Abuse Treatment (CSAT) grant obtained by Human Services Agency’s Alcohol and Other Drug unit, substance abuse counseling services are funded for Phases II and III (non-custody), but cannot, per the CSAT grant, be extended to youth in custody (Phase I).

 

DISCUSSION:

This Agreement with Youth and Family Enrichment Services provides these services for Phase I participants at a cost of $9,000 per month. An application was made to the Silicon Valley Community Foundation (SVCF), formerly Peninsula Community Foundation, to secure the additional $40,000 needed to provide services for FY 2006-07. Notification of the grant award was recently received from SVCF. Completion of this Agreement to provide Phase I services was delayed until notification was received from SVCF that the Probation grant proposal was accepted.

 

Probation is requesting a waiver of the request for proposal process requirement for this Agreement for substance abuse counseling services for Phase I of the GIRLS Program as YFES was the specified provider in the CSAT grant in Phases II and III.

 

The term of the Agreement is July 1, 2006 through June 30, 2007. The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement maximum obligation is $108,000. Of this total amount $40,000 is being provided by the SVCF grant, and the balance is funded by an appropriation approved by this Board during the FY 2006-07 budget process in the amount of $68,000; therefore, Net County Cost is $68,000.
