Reconstruction of a Portion of Seventh Avenue – North Fair Oaks Area (Project No. RF900, F-36 [239-A])

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the reconstruction of a portion of Seventh Avenue.

The reconstruction of this street will improve the condition of this road for the benefit of the public.

 

Background

Previous Board Action

Adopted Resolution No. 068655 on April 10, 2007, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposals for the above-mentioned project.

 

History

On Tuesday, May 1, 2007, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

Discussion

The bids have been checked and the bid of:

 

Half Moon Bay Grading & Paving Inc.,

1780 Higgins Canyon Road, Half Moon Bay, CA, 94019-2522

 

at $168,816 was the lowest bid received.

 

The Engineer’s estimate was $145,000. A summary of the bids received is attached as Exhibit “A”.

 

The low bid is approximately 16% above the Engineer’s estimate. However, we have reviewed the individual bid prices and believe they are reflective of the current bidding market. Therefore, we recommend that your Board award the contract to Half Moon Bay Grading & Paving, Inc. (Contractor).

 

We have reviewed the contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by Half Moon Bay Grading & Paving Inc. is in accordance with the current Equal Employment Guidelines. We have also determined that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost for construction is $185,700, which includes a ten percent (10%) contingency (approximately $16,884) as the work is bid on a unit price basis (i.e., tons of asphalt concrete placed, cubic yards of concrete installed). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weight and actual limits of the construction project, or to pay for added work resulting from unforeseen conditions not anticipated in the construction contract documents.

Reimbursement for the cost of doing work for the City of Redwood City and the Fair Oaks Sewer Maintenance District will be covered by an agreement executed by the Director as authorized by your Board.

 

Funds have been appropriated in the Road Fund and the Roadway Improvement Fund to finance this project.

 

There is no impact to the General Fund.
