Third Amendment to Agreement with Nor-Cal Medical Temps

 

RECOMMENDATION:

Adopt a resolution:

 

Authorizing the execution of a third Amendment to the Agreement with Nor-Cal Medical Temps to provide temporary staffing of Pharmacist and Pharmacy Technicians for services to be performed at San Mateo Medical Center, increasing the amount payable by $25,000 from $100,000 to $125,000.

The Agreement contributes to this commitment and goal by providing pharmacy services to county patients at SMMC.

BACKGROUND:

The San Mateo Medical Center (SMMC) Pharmacy has on-going staff shortages as well as an on-going need for oncology involvement and has to rely on temporary staffing provided by registries.

On December 21, 2005, the Chief Executive Officer of SMMC approved an Agreement with Nor-Cal Medical Temps to provide Pharmacist and Pharmacy Technicians for services to be performed at SMMC. Due to ongoing staff shortages, as well as a need to cover vacancies and time off for pharmacists and technicians to attend necessary Siemens trainings, the Agreement was amended on July 12, 2006 to increase the maximum amount payable thereunder by $30,000. The term of the Agreement was November 1, 2005 to October 31, 2006 with a maximum amount payable of $55,000.

On November 10, 2006, the Agreement was again amended to increase the maximum amount payable thereunder by $45,000, from $55,000 to $100,000 and extending the Agreement term by five months through March 31, 2007.

 

DISCUSSION:

This further amendment is necessary to allow for the payment of invoices received during the term of the previous Agreement. There are not sufficient funds remaining on that Agreement to cover the invoices received. The amount of the Agreement was exceeded due to unexpected staffing shortages requiring pharmacists and technicians to cover the shifts. An RFP was sent out last fall and it was expected that new contracts would be in place prior to the expiration of this Agreement. However, delays in the contracting process resulted in the depletion of funds before the new Agreement could be approved.

County Counsel has reviewed and approved this Agreement.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The maximum amount of the Agreement is $125,000. Funds to pay for these services are included in San Mateo Medical Center’s FY2006-07 Adopted Budget.
