ADOPT A RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSAL PROCESS REQUIREMENT FOR THE PROVISION OF RAPE TRAUMA COUNSELING SERVICES FOR ADOLESCENT GIRLS ASSIGNED TO THE GAINING INDEPENDENCE AND RECLAIMING LIVES SUCCESSFULLY (GIRLS) PROGRAM; AND 2)AUTHORIZING THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE AN AGREEMENT WITH RAPE TRAUMA SERVICES TO PROVIDE TRAUMA COUNSELING SERVICES TO ADOLESCENT FEMALES ASSIGNED TO THE GIRLS PROGRAM, FOR THE PERIOD OCTOBER 1, 2005 THROUGH SEPTEMBER 30, 2008, FOR A MAXIMUM OBLIGATION OF $112,251

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Ordinance Code Section 2.92.160 authorizes the Board of Supervisors to waive the request for proposal process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

 

WHEREAS, this Board has been asked to waive the request for proposal process requirements in order for Probation to contract with this provider for rape trauma counseling services; and

 

WHEREAS, as Rape Trauma Services (RTS) is currently providing similar services to the same population of girls in Phase I of the Gaining Independence and Reclaiming Lives Successfully (GIRLS) Program and was the specified provider in the CSAT grant covering Phases II and III; and

 

WHEREAS, San Mateo County has recognized the need to provide rape trauma counseling support and services to adolescent females detained at the San Mateo County juvenile detention institutions; and

 

WHEREAS, this Board has determined that it is in the best interest of the County to waive the request for proposal process; and

 

WHEREAS, both parties now wish to enter into an Agreement whereby RTS shall provide ongoing individual and group counseling sessions for adolescent females and their parents for the period of October 1, 2005 through September 30, 2008 for a total obligation not to exceed $112,251; and

 

WHEREAS, Center for Substance Abuse Treatment grant monies have been secured to provide trauma counseling services on site at the Margaret J. Kemp Girls Camp for a period of three years for adolescent females detained in San Mateo County juvenile institutions; and

 

WHEREAS, this Board has been presented with the Agreement and has approved it as to both form and content and desires to enter into the Agreement:

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the County requirement for the request for proposal process for said Agreement is hereby waived; and

 

BE IT RESOLVED that the President of this Board of Supervisors be and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
