Amendment to the Agreement with Caminar

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with Caminar to add fiscal accountability and oversight for grant funding for the San Mateo County Contractors’ Association for the term July 1, 2006 through June 30, 2007, and to increase the maximum obligation by $50,000 from $6,230,319 to $6,280,319.

The amended Agreement contributes to this commitment and goal by providing fiscal accountability and oversight for grant funding for the San Mateo County Contractors’ Association housing, as well as housing related services, supported education services, intensive case management and rehabilitation services.

BACKGROUND:

San Mateo County has contracted with Caminar for over 25 years to provide housing and housing related services, supported education services, and rehabilitation services to psychiatrically disabled adult consumers. On September 12, 2006, your Board approved an agreement with Caminar for the term July 1, 2006 through June 30, 2007 by Resolution 68267. The specific services provided by Caminar include crisis residential treatment services, transitional residential treatment services, medication support, case management, intensive case management, and rehabilitation services for psychiatrically disabled adults. The Agreement also includes enhanced supported education services for transition-age youth with emotional and behavioral difficulties.

 

The three-year Mental Health Services Act (MHSA) plan approved by the State includes funding for San Mateo County community-based organizations to improve their incorporation of evidence-based practices into day-to-day resources, improve cultural competency, and establish or improve integrated models of treatment for co-occurring clients. Caminar is the current fiscal agent for the San Mateo County Mental Health Services Contractors’ Association (the “Association”). Each Association member contracts individually with San Mateo County Mental Health Services.

 

DISCUSSION:

This Agreement is being amended to add administrative services related to the distribution of MHSA funds for San Mateo County community-based organizations (see Exhibit A Section II and Exhibit B Section IB). This funding will be distributed through a grant application process to Association members to support capacity building, with a specific focus on service improvement to individuals with co-occurring mental health and substance abuse disorders. As the fiscal agent for the Association, Caminar will oversee and provide fiscal accountability for the grant application process. The total amount of grant funding is $100,000; however only $50,000 will be distributed during FY 2006-07 and is included in this Amendment. The remaining $50,000 will be distributed in FY 2007-08.

 

The term of the amended Agreement remains July 1, 2006 through June 30, 2007. The Amendment is late due to delays in the negotiation process for these services. The new services will not begin until the Amendment is approved. The Amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement maximum is increasing by $50,000 from $6,230,319 to a new maximum of $6,280,319. The maximum is included in the Mental Health Services FY 2006-07 Adopted Budget. The entire amount of the increase will be from MHSA funds. There is no Net County Cost associated with this amended Agreement.
