SUBJECT:

McGarvey Gulch Salmonid Barrier Improvements Project, Huddart County Park, San Mateo County (Project No. OD312)

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for Salmonid Barrier Improvements in McGarvey Gulch, a tributary of West Union Creek at Huddart County Park, San Mateo County.

Adoption of this resolution contributes to this commitment and goal by replacing a culvert which is a known barrier to steelhead trout passage with a culvert designed for successful passage of steelhead trout at McGarvey Gulch, a tributary of West Union Creek, in Huddart County Park, San Mateo County.

Adopted Resolution Number 067599 on October 18, 2005, which authorized acceptance of funding not to exceed $146,900.00 from the National Fish and Wildlife Foundation.

   

History

The existing corrugated metal culvert within the Richards Road-Trail crossing of McGarvey Gulch was constructed approximately 50 years ago and requires replacement due to deterioration. McGarvey Gulch is a tributary of West Union Creek within the San Francisquito Creek Watershed, which is inhabited by steelhead trout (Oncorhynchus mykiss) a State and Federally listed Salmonid.

 

The project qualified for funding from the National Fish and Wildlife Foundation.

 

Discussion

Plans and specifications for the work have now been prepared.

 

The Department of Public Works has obtained environmental clearances in conformance with the California Environmental Quality Act (CEQA) for this project from the United States Army Corps of Engineers, National Marine Fisheries Service, California Department of Fish and Game, and the San Francisco Bay Regional Water Quality Control Board.

 

The Parks Department has obtained a Categorical Exemption for this project which was filed by the County Clerk Recorder of San Mateo County on February 06, 2006.

 

We are now recommending that your Board authorize calling for bids for the proposed work.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of construction is $70,000. Funds for construction have been acquired from a Federal Grant.

 

National Fish and Wildlife Foundation Grant Not to Exceed - $ 146,900.00. There is no impact to the General Fund.
