SUBJECT:

Agreement with the State Department of Mental Health for Mental Health Services for People Affected by AIDS

   

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Agreement with the State Department of Mental Health (DMH) to provide $180,000 in funding for mental health services for people affected by HIV/AIDS for the term July 1, 2007 through June 30, 2010.

Goal 8: Help vulnerable people—the aged, disabled, mentally ill, at risk youth and others—achieve a better quality of life.

 

The Agreement contributes to this commitment and goal by providing funding for mental health services to AIDS Program clients.

BACKGROUND:

The State Department of Mental Health has awarded AIDS grant funding to San Mateo County Mental Health Services continuously since FY 1987-88. Under this grant San Mateo County Mental Health Services has received $60,000 annually, in three-year blocks, to provide mental health services to people with HIV/AIDS and others affected by, or at risk of contracting, HIV or AIDS.

 

DISCUSSION:

This funding will be used to provide mental health services to clients of the AIDS Program. Mental Health Services released a Request for Proposals in April of this year to select a provider of individual and group counseling services. A contract for those services is expected to be in place by August of this year. A portion of these funds are used to support psychiatric services provided by San Mateo Medical Center psychiatry staff. The breakdown for use of these funds follows:

The agreement has been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The contract maximum is $180,000 over the three-year term of July 1, 2007 through June 30, 2010. The amount of $60,000 for the first year of the Agreement has been included in the Mental Health Services’ FY 2007-08 Recommended Budget, with the remainder to be budgeted in FY 2008-09 and FY 2009-10. There is no Net County Cost associated with this Agreement.
