Agreement with Opportunities Industrialization Center West (OICW)

 

RECOMMENDATION:

Adopt a Resolution:

 

A.

Authorizing the execution of an Agreement with OICW to provide One-Stop Career Center services for the term of July 1, 2007 through June 30, 2010, in the amount of $ 741,024; and

 

B.

Authorizing the Director of the Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

The Human Services Agency (HSA) selected OICW to provide employment and training services for Agency-referred public assistance recipients residing in East Palo Alto through its Workfirst Program and was then established as a PeninsulaWorks One-Stop Career Center through the Workforce Investment Board’s five year strategic plan on July 1, 2000. There is no longer a five year plan required by the state. The plan is revised yearly to reflect changes.

 

DISCUSSION:

OICW through its One-Stop Career Center services provides job preparation, workshops, employment counseling, structured job search and vocational training for Workforce Investment Act eligible participants. In accordance with Section 121 of the Workforce Investment Act of 1998, the San Mateo Workforce Investment Board (WIB), with agreement of the Board of Supervisors has the authority to designate a One-Stop Operator. OICW was appointed as a One-Stop Operator by the WIB and thus will continue in their appointment through FYs 2007-10. In addition, future plans through FY 2010 will include the appointment of OICW as a One-Stop Operator.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Agreement as to form and Risk Management has approved the Contractor’s insurance for this Agreement.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2007 through June 30, 2010 for a total obligation of $741,024, of which, $247,008 is included in the FY 2007-08 Recommended Budget. This Agreement is fully funded with Workforce Investment Act Regular Allocation Funds. The remaining appropriations will be included in the FY 2008-09 and FY 2009-10 Recommended Budgets respectively. There is No Net County Cost.
