BACKGROUND:

In 1976-77 the Board of Supervisor’s approved a recommendation from the Human Services Coordinating Council, which formalized the Core Services Network (6 contract agencies) to provide information and referral, emergency assistance, case management and other services. Pacifica Resource Center is one of the now seven (7) Core Service Agencies which provides these services. Pacifica Resource Center has been engaged in providing emergency assistance including: clothing, food, shelter vouchers and transportation to at least 300 unduplicated individuals and families per year for the past few years. The request to waive the Request for Proposal process is based on the fact that Pacifica is the only provider of these services in the area, and has been successfully providing these unique Core Services for San Mateo County residents.

DISCUSSION:

These Core Services provide access to the County’s Human Services delivery system and serves as part of the network to prevent homelessness. The Core Service Agencies including Pacifica have met their performance measures in the past year with the Department of Housing and the Human Services Agency (HSA).

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. This Agreement has been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractor’s Insurance coverage.

FISCAL IMPACT:

The term of this Agreement is July 1, 2007 through June 30, 2010. The total obligation is $108,701, which is 100% Net County Cost and is included in the Recommended Budget for Fiscal Year 2007-08. Payments for the subsequent years will be based on availability of funds and service need; this will be appropriated in the form of an Amendment to the Agreement.
