Amendment to the Agreement with IV Assist

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with IV Assist for specialized medical services, increasing the maximum Agreement obligation by $40,000 from $75,000 to $115,000.

The Amendment contributes to this commitment and goal by continuing to provide highly specialized medical services to patients for which the County is responsible.

 

BACKGROUND:

San Mateo County is responsible for providing medical care to its medically indigent adult population (MIA.) San Mateo Medical Center (SMMC), as a general acute care hospital, does not provide certain highly specialized services. A contract with IV Assist ensures that certain necessary specialty services are readily available.

Services provided under this Agreement are required medical services that are not presently provided by SMMC. The Agreement provides for the performance of peripherally inserted central catheter (PICC) line services at SMMC, on an on call basis as needed by the County.

 

DISCUSSION:

Peripherally inserted central catheter line services have become a best practice, which is used in lieu of other IV lines, to reduce the occurrence of infection in longer term IV treatments; i.e. chemotherapy, nutritional and some antibiotic applications. This procedure has been increasingly used on patients in long-term care, cancer patients and some Emergency Room cases. The increased utilization of SMMC and its’ clinics and the demographics of our patients have increased the use of PICC lines. All patients referred to IV Assist undergo utilization review to minimize hospital stays and maintain control over costs.

The term of the Agreement with IV Assist was May 1, 2006 to April 30, 2007 with a maximum amount of $75,000. The Agreement is being amended to increase the maximum amount by $40,000 to pay invoices for expenses and projected expenses and to appropriately reflect contract utilization throughout the term of the contract.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel has reviewed and approved this Amendment to the Agreement. Risk Management has approved the insurance coverage.

 

FISCAL IMPACT:

The Agreement is being amended to increase the maximum contract amount by $40,000 to $115,000. The term of the Agreement remains the same. Funds are included in the San Mateo Medical Center’s FY2006-07 Adopted Budget.
