Recommendation
|
Adopt a resolution amending the location referenced in Resolution No. 068470 which authorized the installation of four-way stop signs at the intersection of Elm Street, Alta Vista Road, and Rivera Road with a Private Roadway (Vallecitos Road).

Adoption of this resolution contributes to this commitment and goal by amending the description of the intersection so that Department records accurately identify the locations of stop signs in the unincorporated area.

Background
|
Your Board adopted Resolution No. 068470 authorizing the installation of four-way stop signs at the intersection of Elm Street, Alta Vista Road, Rivera Road and Vallecitos Road to address limited sight distance. The stop signs were installed in February 2007.

The property owner at 1053 Vallecitos Road contacted the Department and notified us that the unnamed private roadway (or “driveway”) that accesses her property from the intersection is not within the Vallecitos Road right-of-way. We reviewed the site plan for her property and concluded that her access road is on private property, and therefore not correctly identified as Vallecitos Road.

Section 21353 of the California Vehicle Code states that the local authority may designate any intersection under its exclusive jurisdiction as a stop intersection and erect stop signs at one or more entrances thereto. The property owner of 1053 Vallecitos Road requested that we remove the stop sign that regulates traffic from the private roadway into the intersection. We are not recommending that the stop sign be removed as doing so would assign the right-of-way to traffic using the private roadway, which has limited visibility to the other approaching streets.

Discussion
|
We are recommending adoption of the Resolution amending the described location in order to provide for an accurate record of stop sign locations.

A resolution has been approved as to form by County Counsel.

There is no fiscal impact as a result of adopting this resolution.
