Amendment to Agreement with One East Palo Alto

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Amendment to the Agreement with One East Palo Alto for consultation and outreach and engagement services, increasing the maximum by $130,583 to a new maximum of $155,183 and extending the term through June 30, 2008; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The amended Agreement contributes to this commitment and goal by providing technical consultation for the East Palo Alto Mental Health Community Advisory Group and mental health outreach and engagement services through the East Palo Alto Mental Health Outreach partnership.

BACKGROUND:

One East Palo Alto (OEPA) has provided community leadership to convene multicultural communities and organizations in East Palo Alto through a grant from the Peninsula Community Foundation since 2001. In the fall of 2005 OEPA organized community stakeholders to participate in a Mental Health Board meeting which was held in East Palo Alto. The purpose of that meeting was to facilitate opportunities for input to the San Mateo County Mental Health Services Act (MHSA) three-year “Community Services and Supports Plan,” as well as to other mental health services. That plan includes recommended strategies for reducing barriers to accessing mental health services for underserved populations of East Palo Alto.

 

On October 2, 2006, the Director of Health approved an agreement with OEPA for the provision of facilitation and coordination services for the East Palo Alto Mental Health Community Advisory Group. This group was convened to advise Mental Health Services in its process of enhancing the provision of services in East Palo Alto through funding provided by the MHSA. The Agreement is for the term September 1, 2006 through June 30, 2007 for a maximum of $24,600.

 

In October 2006 Mental Health Services released a Request for Proposals for community outreach and engagement services for the East Palo Alto region. OEPA submitted a proposal and was subsequently selected to provide these services.

 

DISCUSSION:

Outreach and community engagement services will be provided through the East Palo Alto Partnership for Mental Health Outreach (EPAPMHO), a partnership of OEPA, El Concilio of San Mateo County (ECSMC), For Youth by Youth (FYBY), and Free At Last (FAL). OEPA will provide administrative and fiscal management of these services and will subcontract with the other three partners for the provision of direct services. Direct services will include client referrals to Mental Health Services, the provision of information and educational materials, and will be provided to the clients of ECSMC, FYBY and FAL. These three partner agencies will work closely with the Mental Health Services clinic in East Palo Alto. Changes to the Agreement are found in Exhibit A, Section I, and Exhibit B, Sections II, IV, V, VII, IX and X.

 

The Amendment has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the amended Agreement is September 1, 2006 through June 30, 2008. The Agreement maximum is increasing by $130,583 from $24,600 to a new maximum of $155,183. The budgeted amount for FY 2006-07 is $48,726, which includes the increased service level for the month of June, and is included in the Mental Health Services’ FY 2006-07 Adopted Budget. The remaining $106,457 is included in the Mental Health Services’ FY 2007-08 Recommended Budget. The amended Agreement will be 100% funded by MHSA funds. There is no Net County Cost for services provided through this amended Agreement.
