SUBJECT:

Second Amendment to the Agreements with Child Care Coordinating Council and the Professional Association For Childhood Education

RECOMMENDATION:

Adopt a Resolution authorizing a Second Amendment to the Agreements with: (1) Child Care Coordinating Council (CCCC) and (2) Professional Association For Childhood Education (PACE) to provide Stage 2 child care and child development services, the term of each Agreement remains July 1, 2005 through June 30, 2008, increasing the amounts by $1,697,406 to $5,769,742 for CCCC; and $424,352 to $1,442,436 for PACE.

BACKGROUND:

Since 1997, the Human Services Agency (HSA), CCCC, and PACE have been acting as partners in the child care delivery system. HSA, CCCC and PACE are the only agencies authorized by the state to provide Stage 1, Stage 2 and Stage 3 CalWORKS child care services in San Mateo County.

HSA provides Stage 1 Child Care to clients who are participating in the CalWORKs program and are receiving cash aid. HSA subcontracts with CCCC and PACE to provide Stage 2 Child Care for eligible families in San Mateo County. Stage 2 Child Care is provided to clients who are employed, do not receive cash aid, and whose income is below the 85% State Median Income (SMI) cap. The California Department of Education (CDE) funds Stage 2 Child Care services. On July 1, 2005, the County entered into a three year Agreement with CCCC by Resolution Number 067447 and PACE by Resolution Number 067448.

DISCUSSION:

These Second Amendments increase funding to provide Stage 2 child care and development services. CDE allocates funding yearly for Stage 2 Child Care. The funding allocated to the County by CDE for such services is $2,121,757 for FY 2007-08. CCCC will receive eighty percent (80%) of these funds and PACE will receive twenty percent (20%). The amount allotted to CCCC and PACE will continue services to families who are eligible to receive Stage 2 services for up to 24 months, providing that their income remains at or below 85% SMI. For a family of three, the SMI is $37,237.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contractor provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Agreement as to form and Risk Management has approved the Contractor’s insurance for these Agreements.

FISCAL IMPACT:

The term of both Agreements remains July 1, 2005 through June 30, 2008. The total CDE allocation for FY 2007-08 is anticipated to be $2,121,758; of this amount $1,697,406 will be allocated to CCCC for a total new Agreement of $5,769,742. PACE will receive $424,352, for a total new Agreement of $1,442,436. Both Agreements are fully funded through CDE, funds and are included in the Recommended Budget for FY 2007-08. There is no Net County Cost.
