SUBJECT:

Acceptance of grant funding from the San Francisco Foundation and the Bay Area Workforce Funding Collaborative

 

RECOMMENDATION:

Adopt a resolution authorizing the acceptance of the San Francisco Foundation and the Bay Area Workforce Funding Collaborative Grant in the amount of $185,000 and term of April 1, 2007 to March 30, 2009 for employment services to disadvantaged adults and youth.

These actions contribute to this goal and commitment by providing career training and retraining, and an opportunity for job placement allowing participants to become self-sufficient.

 

BACKGROUND:

The San Mateo County Workforce Investment Board (WIB) seeks to provide training and career pathways that will assist residents in finding jobs that pay a self-sufficient wage. The WIB has identified the bio-technology industry as a sector with multiple employment opportunities and strong career paths. In support of this focus on the bio-technology industry, the WIB submitted a grant proposal to the Bay Area Workforce Funding Collaborative in September 2006. The proposal requested funding to continue a community college training program that prepares disadvantaged youth and adults for new careers in the bio-technology field.

 

The WIB was recently awarded the grant by the San Francisco Foundation, on behalf of the Bay Area Workforce Funding Collaborative and received the grant agreement in April of 2007.

 

DISCUSSION:

The acceptance of this grant will create additional training and job placement opportunities in the bio-technology industry for San Mateo residents. The Human Services Agency, the WIB, and Skyline College, will work in collaboration to provide training to disadvantaged adults and youth through its gateway training program leading to entry-level positions in the bio-technology industry. The program consists of career orientation, skills enhancement in reading and math, soft skills training, and support services leading to employment opportunities.

 

County Counsel has reviewed and approved the grant agreement as to form.

 

FISCAL IMPACT:

The funding period of this grant is April 1, 2007 through March 30, 2009 for a total amount of $185,000, of which $111,000 will be expended in FY 2007-08 and the remaining $74,000 will be spent in FY 2008-09. The total grant amount of $185,000 will be included in the September revisions for the FY 2007-08 Recommended Budget. This unanticipated grant is fully funded by the San Francisco Foundation, in partnership with the Bay Area Workforce Funding Collaborative. There is No Net County Cost.
