An Agreement with The Data Systems Group (DSG) for software maintenance, upgrades, and support

 

RECOMMENDATION:

Adopt a resolution:

    A. Waiving the Request for Proposal (RFP) process;

    B. Authorizing the execution of an Agreement with The Data Systems Group (DSG) to provide services for software maintenance, upgrades, and support for the term beginning July 1, 2007 and ending June 30, 2009 for a total amount not to exceed $222,542.32;

    C. Authorizing the Chief Information Officer to execute subsequent amendments and minor modifications not to exceed $25,000.

BACKGROUND:

Over the past several years, DSG has provided the San Mateo Medical Center with insurance claims editor software, product customization, and support and training for electronic remittance advices. These services were recently supplemented by a claims denial management module.

 

DISCUSSION:

The DSG insurance claims management system is currently interfaced with San Mateo Medical Center’s Invision system. The DSG system has several hundred customizations that are specific to San Mateo Medical Center. Significant time, effort, and expertise would be required to convert the existing claims management system to another vendor. We feel it is in the best interest of the County to waive the Request for Proposal Process.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel has reviewed and approved the Resolution and the Agreement.

 

FISCAL IMPACT:

The term of this Agreement is from July 1, 2007 to June 30, 2009. This Agreement has a total fiscal obligation of $222,542.32. Funds are included in ISD’s FY 2007/08 Recommended Budget and will be included in future budget requests.
