SUBJECT:

Amendment to the Agreement with the City and County of San Francisco for Distribution of Fiscal Year 2005 Urban Area Security Initiative Regional Funds to the County of San Mateo.

 

RECOMMENDATION:

Adopt a Resolution authorizing:

1.

the President of the Board of Supervisors to execute Amendment One to the Agreement with the City and County of San Francisco for the distribution of funding in the amount of $450,000 to the County of San Mateo as part of the Fiscal Year 2005 Urban Area Security Initiative (UASI) grant program, extending the term from March 31, 2007 to December 31, 2007; and

2.

the Sheriff to execute contract amendments which modify the maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

San Francisco’s FY05 UASI grant expired December 31, 2006. Prior to the expiration, San Francisco advised the County of the availability of $450,000 in grant funds which were initially allocated to other counties but which were not been fully expended. Any unexpended funds would have been required to be returned to the State.

San Francisco offered a portion of the unexpended FY05 UASI funds to San Mateo County Sheriff’s Area Office of Emergency Services (OES).

On February 27, 2007, the Board executed an Agreement (Resolution No. 68583) with the City and County of San Francisco for distribution of $450,000 in FY05 UASI funds to the County of San Mateo.

The FY05 UASI funds allowed for the County to purchase 12 shelter support trailers. Each trailer has a capacity to supply 300 people with a sleeping mat, blankets, hygiene kits, and modesty screens during a major catastrophic event or emergency.

   

DISCUSSION:

The term of the FY05 UASI Agreement was January 25, 2007 through March 31, 2007. It was not possible to make all of the authorized purchases within the term of the agreement. Amendment One extends the term nine months to December 31, 2007. All other terms and conditions of the Agreement remain unchanged.

County Counsel has reviewed and approved the Resolution and Amendment as to legal form.

 

FISCAL IMPACT:

There is no impact on the net County cost.
