Reappoint Supervisor Richard Gordon to represent San Mateo County on the Board of Directors of the San Francisco Bay Area Regional Water System Financing Authority, term expiring June 30, 2011.

 

Background

Reappoint Supervisor Richard Gordon to represent San Mateo County on the Board of Directors of the San Francisco Bay Area Regional Water System Financing Authority, term expiring June 30, 2011.

 

Recommendation

SB 1879 (Speier) was signed into law by Governor Davis on September 24, 2002 (Chapter 849). This legislation created the San Francisco Bay Area Regional Water System Financing Authority. The Authority has powers to issue revenue bonds to improve the reliability of San Francisco’ regional water system. The Authority may enter into contracts with San Francisco for the completion of specific projects to be funded by bonds or other financing mechanisms.

 

The governing board (Board of Directors) of the Authority is composed of a representative from each of the 26 cities and water districts in San Mateo, Alameda, and Santa Clara Counties that purchase water from San Francisco. There is also to be one Board member representing Stanford University and one Board member representing California Water Service. The Board of Supervisors in Santa Clara County appoints the representative for Stanford University. The Board of Supervisors in San Mateo County appoints the representative for California Water Service.

 

The legislation requires that the appointment of the San Mateo County Board of Supervisors be a resident of San Mateo County who receives water from the California Water Service Company. The appointed director must not be an officer or employee of the California Water Service Company. Supervisor Richard Gordon meets these requirements.
