Agreement with Stanford Hospital and Clinics

   

RECOMMENDATION:

Adopt a Resolution:

 

1) Waiving the Request for Proposals (RFP) requirement for child and adolescent psychiatric residency training services; and

 

2) Authorizing the President of the Board to execute an Agreement with Stanford Hospital and Clinics for child and adolescent psychiatric residency training services for the term July 1, 2007 through June 30, 2009, for a maximum obligation of $244,348; and

 

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by contributing funding for one additional psychiatric resident annually in the two-year child and adolescent psychiatry residency program at Stanford Hospital and Clinics (Stanford).

BACKGROUND:

There has been a shortage of child psychiatrists in California and in the nation for the past several years. Over the last five years Mental Health Services has had ongoing difficulty in both hiring psychiatrists and contracting for psychiatry services.

 

Stanford Hospital and Clinics provides one of the pre-eminent child and adolescent psychiatry residency programs in the country and currently accepts six new residents into this program every year. Applicants can be accepted after having completed either three or four years of general psychiatry residency training.

 

DISCUSSION:

Stanford will add one additional position to its two-year child and adolescent psychiatry residency training program annually, increasing the number of slots from six to seven. Mental Health Services will participate in the resident selection process for this slot with Stanford. For the first year of this program residents will be trained at Stanford, with clinical training provided at Lucille B. Packard Hospital and Kaiser Permanente sites. During the second year, residents will spend 60% of their time working with child and adolescent clients in County Mental Health Services community clinics and will spend 20% of their time doing research focused on community child and adolescent psychiatry. It is anticipated that graduates of this program may be more likely to work in Mental Health Services as a result of their experiences in this program. Mental Health Services is requesting a waiver of the RFP process for this Agreement as Stanford is a unique provider of these services.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2009. The Agreement maximum is $244,348 for the two-year term. The amount of $60,750 is included in the Mental Health Services’ FY 2007-08 Recommended Budget. Costs include salaries and benefits, as well as program administrative costs, and will be 100% funded by Mental Health Services Act (MHSA) funds. There is no Net County Cost. The FY 2008-09 costs of $183,598 include funding for a first year and a second year resident. Services provided by the second year resident will generate approximately $20,000 in Medi-Cal revenue. All other costs will be MHSA funded.
