2007 Resurfacing of California Way and Summit Drive in Emerald Lake Hills Area - (Project No. RK300, F-36 [386])

 

Recommendation

Adopt a resolution adopting plans and specifications dated June 4, 2007, determining prevailing wage scales, determining the low bidder and authorizing execution of a contract for the above referenced project.

The resurfacing of portions of California Way and Summit Drive in the Emerald Lake Hills Area will improve the condition of the road surfaces for the benefit of the general public.

 

Background

 

Previous Board Action

1.

Authorized the Director of Public Works to develop plans and specifications and to call for bids for non-controversial maintenance type road projects.

 

2.

Authorized the Director of Public Works to execute agreements with utility agencies for utility type work costing less than $50,000 proposed to be done in conjunction with road projects.

 

History

The proposed project was identified as one of the non-controversial road maintenance projects that could be advertised for bids by the Director of Public Works.

 

The proposed project will resurface approximately 0.81 miles of roads as shown on Exhibits “A” and “B”, including associated work. The Emerald Lake Hills Sewer District and the City of Redwood City have requested that their facilities in the project area be adjusted to grade in conjunction with our work. The City of Redwood City has also requested to have their portion of California Way resurfaced in conjunction with our work.

 
 

The project qualifies for a Categorical Exemption pursuant to Section 15301 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

On June 26, 2007, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

Discussion

The bids have been checked and the bid of:

 

Half Moon Bay Grading and Paving, Inc.

1780 Higgins Canyon Road

Half Moon Bay, CA 94019

 

at $278,809.00 was the lowest bid received.

 

The Engineer's estimate was $285,000. A summary of the bids received is attached as Exhibit “C”:

 

The Contract includes all required contract provisions, and the Contractor has documented compliance with all relevant provisions, including the equal benefits and jury duty pay provisions of the County ordinance code.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost of this project is $306,700, which includes a ten percent (10%) contingency (approximately $27,891) as the work is bid on a unit price basis (i.e., tons of asphalt concrete placed, square yard of pavement repair, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items. Final quantities used depend on the unit weight and actual limits of the project. The project is proposed to be financed as follows:

Reimbursement for the cost of doing work for the utility agencies will be covered by agreements executed by the Director as authorized by your Board.

 

Sufficient Road Funds have been budgeted to finance the project.

 

There is no impact to the General Fund.
