Agreement with Pacific Rim Building Services

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Waiving the Request for Proposal (RFP) process.

 

B.

Authorizing the execution of an Agreement with Pacific Rim Building Services to provide janitorial and maintenance services, five days per week at the Fair Oaks Adult Clinic, the Fair Oaks Children’s Clinic, the Methadone Clinic and the Sequoia Teen Wellness Center for the term April 15, 2007 to April 14, 2009 in an amount payable not to exceed ONE HUNDRED SEVENTY THOUSAND, ONE HUNDRED FORTY FIVE DOLLARS ($170,145).

 

C.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center or the CEO's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

In 2006, Requests for Proposals (RFP) were mailed out to three vendors. Pacific Rim was the lowest bidder of the two vendors responding.

 

DISCUSSION:

As an RFP had just been done only a year ago, three vendors, including Pacific Rim Building Services, were asked to informally bid on this contract. Again, Pacific Rim was the lowest bidder.

A Waiver of the RFP Process is being requested at this time because when Pacific Rim was awarded the contract as a result of the RFP, the contract was written for one year only. The previous contract was for the term April 16, 2006 to April 14, 2007 for a maximum amount payable of $66,146. Pacific Rim was the lowest bidder of the informal process and the contract will be written for two years.

Pacific Rim has done an excellent job to date. This new contract removes the Bellhaven Community Health Clinic and adds Fair Oaks Adult Clinic, which is a larger clinic. It is also written for a longer contract period than the previous contract.

County Counsel and Risk Management have reviewed and approved this Agreement.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of the Agreement is two years, April 15, 2007 to April 14, 2009. The maximum amount of the Agreement is $170,145. Funds to pay for these services are included in San Mateo Medical Center’s FY2006-07 Adopted Budget and FY2007-08 Recommended Budget.
