Rejecting the Bids for the Construction of T-Hangar Aircraft Storage Buildings,
T-Shade Canopies, Taxiway Reconstruction and Other Related Improvements at the San Carlos Airport - (AIP Projects No. 3-06-0210-08/09/11), Adopting Amended Specifications for the Project and Authorizing the Director of Public Works to
Re-Advertise the Project for Bid

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors did, on April 24, 2007, adopt Resolution No. 68679, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the construction of T-hangar aircraft storage buildings, T-shade canopies, water main improvements, taxiway reconstruction, drainage improvements, power service upgrades and other related improvements at the San Carlos Airport; and

 

WHEREAS, the Clerk of this Board of Supervisors did, in public on May 31, 2007, at 2:30 p.m., open and examine all sealed proposals that were received in the specified time for the doing of the work referred to in said Resolution No. 68679; and

 

WHEREAS, this Board of Supervisors has caused an analysis of said sealed proposals to be made by the Director of Public Works of the County of San Mateo, and has, in open session, fully reviewed and considered said sealed proposals and the analysis thereof; and

 

WHEREAS, it was determined that none of the bids received complied with the requirements of the California Department of Transportation Standard Specifications section 8-1.01 that the contractor self-perform at least 50 percent of the total project work; and

 

WHEREAS, the Director of Public Works has recommended that the bids received on May 31, 2007, for the aforesaid project be rejected; that the project specifications be amended to delete the California Department of Transportation Standard Specifications section 8-1.01 requirement for the contractor to self-perform at least 50 percent of the work; and that the project be re-bid; and

 

WHEREAS, this Board has considered and agrees with the recommendation of the Director of Public Works.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

   

1.

It is in the best interest of the County to reject the bids received on May 31, 2007, for the aforesaid project on the basis of their failure to comply with section 8-1.01 of the California Department of Transportation Standard Specifications; and

   

2.

The plans dated April 20, 2007, and the amended specifications dated July 6, 2007, for the aforesaid project, on file in the office of the Director of Public Works, to which reference is hereby made for further particulars, are hereby approved and are adopted as the plans and specifications to be adhered to in re-letting and performing the work under a contract for said improvements. The requirement that the Contractor perform at least 50% of the work, per California Department of Transportation Standard Specifications section 8-1.01, is hereby waived.

   

3.

The schedule of prevailing wages referred to in said specifications has been determined to contain the general prevailing rates of wages in the locality in which said work is to be performed for each craft or type of workman needed to execute said contract.

The Department of Public Works is authorized and directed to re-issue a call for sealed proposals for the project to be received by the County Manager/Clerk of the Board of Supervisors, Hall of Justice and Records, 400 County Center (formerly 401 Marshall Street), Redwood City, California, San Mateo County, on or before 2:30 p.m., Thursday, August 2, 2007, in said office in the Hall of Justice and Records, Redwood City, California. Said bids will then be transmitted to the Board of Supervisors’ Chambers in said Hall of Justice and Records and be publicly opened and declared.

   

5.

The Director of Public Works is authorized to extend the call for bid and bid opening up to sixty (60) days beyond the time and date originally set forth by the Board of Supervisors.

 

6.

The Department of Public Works is further directed to cause the Notice inviting sealed proposals to be published for two (2) times in the Independent Newspaper Group, a newspaper printed and published in this County, and to obtain an affidavit of said publication, a copy of which shall be placed on file with the Clerk of the Board of Supervisors.
