Recommendation
|
Re-appoint Arthur Lloyd as the Transit Expert to the San Mateo County Transit District (SamTrans) Board for the term beginning January 1, 2007 and ending December 31, 2010.

Background
|
Arthur Lloyd began service on the SamTrans Board as the Transit Expert in February 1988 when he was appointed to fill an uncompleted term that had been vacated by the previous Transit Expert. He has since served four four-year terms. In this position, Mr. Lloyd has contributed his extensive knowledge and expertise from a lengthy career in the railroad industry, including several years with Amtrak, and through continuing efforts to remain informed and to maintain his expertise through industry associations and personal research. In addition, Mr. Lloyd is currently the Chair of the American Public Transportation Association (APTA) Transit Board Members Committee, an association of transit board members from throughout the nation. APTA is an international organization and the leading force in strengthening, improving and advancing public transportation. It is anticipated Mr. Lloyd will serve as chair of the APTA Transit Board Members Committee for another year with a term ending in July 2008.

Discussion
|
When Mr. Lloyd’s new Transit Expert term ends, it is anticipated that the Board will undertake a recruitment for the Transit Expert appointment to the SamTrans Board. The effort will include discussion about expectations for the position and transit-related expertise and credential necessary to be considered for the appointment. It is expected that the setting of these requirements will be undertaken in consultation with executive management of SamTrans to determine qualifications that will best serve the transit needs of San Mateo County.
