SUBJECT:

Amendment to the Agreement with the California Department of Health Services, Office of Family Planning, Male Involvement Program, assigning and transferring the Agreement to the Teen Pregnancy Coalition of San Mateo County

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of an Amendment assigning and transferring all rights and interests of Grant Agreement 04-35711 with the California Department of Health Services, Office of Family Planning, Male Involvement Program to the Teen Pregnancy Coalition of San Mateo County as of July 1, 2007.

This Amendment contributes to this commitment and these goals by encouraging at-risk young men to make healthy choices that will result in lower rates of teen pregnancy and sexually transmitted diseases.

BACKGROUND:

In April 2005 your Board adopted Resolution 067265, approving an Agreement with the California Department of Health Services Office of Family Planning Branch to implement the Male Involvement Program (MIP). MIP educates at-risk young men about their role in preventing teen pregnancies, promotes the involvement of young fathers in the development of their children, develops a young men’s peer leadership group, and links young men to family planning, access, care, and treatment services.

 

In October 2006 your Board adopted Resolution 068356, approving an Agreement with the Teen Pregnancy Coalition (TPC) of San Mateo County to conduct the educational outreach and clinical linkage components of the program. TPC exceeded program deliverables in these areas of the Agreement. In FY 2006-07 an Amendment to the Agreement with TPC was executed to include an additional program component, a young men’s peer leadership group.

 

DISCUSSION:

In an effort to serve more young men and streamline administrative processes, in March 2007 the Health Department and TPC requested that the State Office of Family Planning assign the MIP Agreement directly to TPC. MIP activities complement existing TPC programs and enable community resources to be strengthened and leveraged. This request was accepted and this Amendment finalizes the transfer.

 

In June 2007 the State informed the Health Department and TPC that funding for FY 2007-08 and FY 2008-09 would be reduced by 37.5%. Despite the reduced funding, TPC confirmed that the reassignment was still appropriate and that the original contract goals could be met in conjunction with their other programs.

 

This Amendment, Board Memo, and Resolution have been reviewed and approved by County Counsel.

 

FISCAL IMPACT:

The original term of this Agreement is January 1, 2005 through June 30, 2009 in the amount of $450,000. The Amendment transfers all rights and interests from San Mateo County to TCP effective July 1, 2007. Since staff were aware that MIP was going to be transferred to TPC in FY 2007-08, the state revenue and contract expenditure were not included in the tentatively Adopted FY 2007-08 Budget. Approval of this Amendment has no Net County Cost impact.
