RECOMMENDATION;
|
Adopt a resolution adopting the Memorandum of Understanding with the Law Enforcement Unit (LEU).
|
|

DISCUSSION:
|
The County concluded negotiations with LEU on Friday, June 15, 2007 and the LEU membership has ratified the County’s offer. The following summarizes the major elements in the Memorandum of Understanding which covers a thirty-six month period of June 17, 2007 through June 12, 2010:
|
General Salary Increases
|
Salaries will be increased by 3% effective June 17, 2007, by 3% effective June 15, 2008, and by 3% effective June 14, 2009. A salary survey will be conducted on the Deputy Coroner classification in June 2009.
|
|
Overtime
|
Effective June 17, 2007, for purposes of determining eligibility for overtime compensation, paid sick leave shall no longer be considered as time worked.
|
|
On-Call
|
Effective November 4, 2007, on-call will increase to $4.25. Effective November 2, 2008, on-call will increase to $4.40. On-call employees who are required to report back to work will be compensated for a minimum of three overtime hours.
|
|
Lead Differentials
|
Deputy Coroners assigned to provide lead direction to other Deputy Coroners shall receive a 5.74% differential for all hours worked in said assignment.
|
|
Criminalists who provide lead direction to other staff in the areas of firearms and DNA analysis shall receive a 5% differential in addition to all other compensation for hours carrying out such work. No more than three employees may receive this differential at any one time.
|
|
Forensic Specialists assigned as lead workers over other Forensic Specialists shall receive premium pay at the rate of 5% of their salary in addition to all other compensation. Only one employee at a time may be so assigned.
|
|
One Sheriff’s Property Officer currently receives the 10% lead differential. Upon retirement of incumbent, Sheriff’s Property Officers assigned as lead worker over other Property Officers shall receive premium pay at the rate of 5.74% of his/her salary in addition to all other compensation. Only one employee at a time may be so assigned.
|
|
Upon retirement of incumbent receiving lead differential for Sheriff’s Property Officer, the lead differentials for Criminalist and Forensic Specialist shall be increased to 5.74%.
|
|
Retiree Medical Coverage
|
For employees who retire on or after June 17, 2007, the conversion rate for each eight hours of unused sick leave will increase to $400, and will increase to $420 effective January 1, 2008.
|
|
For employees who retire on or after June 17, 2007 with 20 or more years of San Mateo County service, the $420 rate will increase by 4% a year starting January 1, 2009, not to exceed 90% of the Kaiser employee-only premium.
|
|
For employees who retire on or after June 17, 2007 with 15-20 years of San Mateo County service, the $420 rate will increase by 2% a year starting January 1, 2009, not to exceed 90% of the Kaiser employee-only premium.
|
|
For employees who retire on or after June 14, 2009 with less than 15 years of San Mateo County service, the conversion rate for each eight hours of unused sick leave will increase to $440.
|
|
For employees who retire on or after June 17, 2007 with 20 or more years of San Mateo County service, the eight hours of sick leave conversion shall be reduced to six hours.
|
|
The County will provide up to three years of retiree health coverage to employees who receive a disability retirement.
|
|
Employees who retire on or before March 31, 2008 will, upon exhaustion of accrued sick leave, be credited with additional hours of sick leave as follows:

With 10 years of service with the County of San Mateo – 192 hours
|
With 15 years of service with the County of San Mateo – 288 hours
|
With 20 years of service with the County of San Mateo – 384 hours
|
|
Employees who retire after March 31, 2008 will, upon exhaustion of accrued sick leave, be credited with additional hours of sick leave as follows:

With 10 years of service with the County of San Mateo – 96 hours
|
With 15 years of service with the County of San Mateo – 192 hours
|
With 20 years of service with the County of San Mateo – 288 hours
|
|
The County agrees to explore the feasibility of establishing a retiree health savings plan (Integral 115 Trust) in which the bargaining unit may elect to participate.
|
|
Tuition Reimbursement
|
Effective July 1, 2007, institute a $25.00 book reimbursement per college-level course.
|
|
Probationary Periods
|
Subject to Civil Service Commission approval, increase the probationary period lengths for the classifications of Criminalist I/II and Forensic Specialist I/II.
|
|
FISCAL IMPACT:
|
The total cost of the changes is approximately $1,100,000 over the thirty-six month term of the contract.
