El Camino Real Undergrounding Project – Daly City/Colma Area

Recommendation

Acting as the governing board of the Colma Highway Lighting District, adopt a resolution:

 

1.

Authorizing the execution of an agreement, on behalf of the County of San Mateo and the Colma Highway Lighting District, with the Town of Colma for the design and construction of the El Camino Real Undergrounding Project.

   

2.

Revising the date by which all affected property owners within the Underground Utility District for El Camino Real in the Daly City/Colma area must be ready to receive underground utility service from April 1, 1996 to December 31, 2007.

The removal of overhead utility facilities and the installation of underground facilities will eliminate an unusually heavy concentration of overhead electric, communication or similar facilities and provide an aesthetically improved business district with the potential of drawing additional business into the region.

 

Background

Previous Board Action

Adopted Resolution No. 59019 on January 17, 1995, which established an Underground Utility District for El Camino Real in the Daly City/Colma area for the purpose of removing overhead utility facilities and installing underground utility facilities within the Utility District. The Board Resolution also stated that all property owners affected by the project must be ready to receive underground service by
April 1, 1996.

 

History

The City of Daly City, the Town of Colma, and the County of San Mateo have each established Underground Utility Districts within their jurisdictions.

 

On March 8, 1996, this Department informed your Board via Inter-departmental memorandum that the date, April 1, 1996, by which property owners must be ready to receive underground utility service, would be extended for an indefinite period of time. The project was postponed because of reprioritization of projects and staffing changes within the City of Daly City.

 

In October 2002, the Town of Colma volunteered to be the lead agency in the El Camino Real Undergrounding Project. The Town has prepared plans, specifications, bid documents and the Form B, which provides constructions costs for the various agencies and utilities.

 

Discussion

The Town of Colma advertised and opened bids for the above-mentioned project on February 15, 2007.

 

The Town has prepared an agreement with the County of San Mateo and the Colma Highway Lighting District for cost sharing of project expenses using a portion of the County’s allotment in Rule 20A funds and Lighting District funds.

 

Streetlight improvements that are within the Colma Highway Lighting District, which is administered by the County, and are impacted by this project, are not eligible for reimbursement from the Rule 20A funds.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

Estimated costs and financial obligations for improvements within San Mateo County or the Colma Highway Lighting District, totaling $1,103,847, are summarized below. These costs include design, construction and a 15% contingency.
