RESOLUTION 1) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH PACIFIC HEALTH CONSULTING GROUP, LENGTHENING THE TERM FROM AUGUST 31, 2007 TO DECEMBER 31, 2007 AND INCREASING THE AGREEMENT AMOUNT BY $73,908 FOR A TOTAL OBLIGATION OF $122,030

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Ordinance Code Section 2.92.160 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

WHEREAS, it is in the best interest of the County to waive the Request for Proposals process due to Pacific Health Consulting Group being a sole-source provider of these services; and

WHEREAS, the Blue Ribbon Task Force on Adult Health Care Coverage Expansion (Task Force) process, facilitated by Pacific Health Consulting Group, has brought together representatives from private and public health sectors, labor, and business to provide recommendations on options for providing comprehensive healthcare access and/or insurance coverage targeted at uninsured adults in San Mateo County living at or below 400% Federal Poverty Level; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an Amendment to the Agreement with Pacific Health Consulting Group to guide the development of a new health insurance product offered by the Health Plan of San Mateo to further the work of the Task Force; and

WHEREAS, the proposed Amendment extends the term of the Agreement with Pacific Health Consulting Group from August 31, 2007 to December 31, 2007, and increases the agreement amount by $73,908 for a total obligation of $122,030; and

WHEREAS, this Board has been presented with the Amendment and has examined and approved it as to both form and content and desires to enter into the same:

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Request for the Proposal requirement is hereby waived; and

BE IT FURTHER RESOLVED that the President of this Board of Supervisors be and is authorized to execute said Amendment to the Agreement with Pacific Health Consulting Group for and on the behalf of the County of San Mateo, and the Clerk of this Board shall attest to the President’s signature thereto.
