BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHROZING THE:

1.

PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE AMENDMENT TWO TO THE AGREEMENT WITH THE CITY AND COUNTY OF SAN FRANCISCO FOR THE ALLOCATION OF FISCAL YEAR 2005 URBAN AREA SECURITY INITIATIVE (FY05 UASI) GRANT PROGRAM FUNDING TO THE COUNTY OF SAN MATEO, INCREASING THE DISTRIBUTION AMOUNT BY $50,000, FROM $1,152,200 TO $1,202,200, AND EXTENDING THE TERMINATION DATE BY ONE YEAR FROM DECEMBER 31, 2006 TO DECEMBER 31, 2007; AND

SHERIFF TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:

WHEREAS, in 2005, the City and County of San Francisco was awarded funding through the FY05 Urban Area Security Initiative grant, distributed through the California Office of Homeland Security, to enhance the ability to prevent, deter, respond to, and recover from threats and incidents of terrorism and natural disasters; and

WHEREAS, the San Francisco Office of Emergency Services (SFOES) serves as the local administrator for the FY05 UASI grant award; and

WHEREAS, on April 4, 2006, as part of the FY05 UASI grant requirements, the County of San Mateo entered into an Agreement (Resolution No. 067912) with the City and County of San Francisco to receive a portion of the grant award, in the amount of $750,000, which has been designated to fund four senior-level positions to co-locate with SFOES and to participate in regional planning, training, and development of regional preparedness exercises; and

WHEREAS, on August 1, 2006, the County executed Amendment One (Resolution No. 68196), which increased the maximum distribution amount by $402,200, from $750,000 to $1,152,200 to provide funding for planning and training;

WHEREAS, both parties now wish to further amend the Agreement, whereby increasing the distribution maximum by $50,000, from $1,152,200 to $1,202,200, to fund an additional planner to work on regional homeland security and disaster planning activities, as well as extending the termination date by one year from December 31, 2006 to December 31, 2007; and

WHEREAS, this Board has been presented with a form of such Amendment, and has examined and approved same as to both form and content, and desires to enter into same:

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT THE:

President of the Board of Supervisors to execute Amendment Two to the Agreement with the City and County of San Francisco for the allocation of Fiscal Year 2005 Urban Area Security Initiative (FY05 UASI) grant program funding to the County of San Mateo, increasing the distribution amount by $50,000, from $1,152,200 to $1,202,200, and extending the termination date by one year from December 31, 2006 to December 31, 2007; and

Sheriff to execute contract amendments which modify the maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
