Resolution Authorizing the Revision of Conversion Date and the Execution of an Agreement with the Town of Colma for the Design and Construction of Improvements for the El Camino Real Undergrounding Project – Daly City/Colma Area (Project No. X2900, F-368 [6])

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, acting as the governing Board of the Colma Highway Lighting District, that

 

WHEREAS, this Board of Supervisors did, on January 17, 1995, adopt Resolution No. 59019, which resolution established the Underground Utility District for El Camino Real in the Daly City/Colma area; and

 

WHEREAS, this Board of Supervisors, in said Resolution No. 59019, set April 1, 1996, as the date by which all affected property owners within said area must be ready to receive underground utility service, unless the County shall, at a later date, reduce or extend the time herein; and

 

WHEREAS, the Director of Public Works did, on March 8, 1996, inform this Board of Supervisors that the date by which property owners must be ready to receive underground service would be extended indefinitely until a new date has been set; and

 

WHEREAS, the Town of Colma is serving as the lead agency for the El Camino Real Undergrounding Project and has prepared plans, specifications and contract documents for said project; and

 

WHEREAS, the Town of Colma has prepared an agreement with the County of San Mateo, the City of Daly City, and the Colma Highway Lighting District for cost sharing of project expenses using a portion of the County’s allotment of Rule 20A funds, which PG&E allocates to local agencies for underground conversion work, and Colma Highway Lighting District funds.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

The President of this Board of Supervisors is hereby authorized and directed to execute, for and on behalf of the County of San Mateo and the Colma Highway Lighting District, said written agreement with the City of Daly City and the Town of Colma, which is serving as the Lead Agency, for the preparation of design plans and specifications, and for the construction of underground utility service along El Camino Real in the Daly City/Colma area.

 

2.

December 31, 2007, is hereby fixed as the new date by which all affected property owners within said area must be ready to receive underground utility service, unless the County shall, at a later date, reduce or extend the time herein provided. Property owners who are not ready to receive underground utilities by the dates established herein, may be without services until such time that the necessary conversion work has been completed. The County does hereby order the removal of all poles, overhead wires and associated overhead structures, and the underground installation of wires and facilities for supplying electric, communication or similar or associated service within the UNDERGROUND UTILITY DISTRICT FOR EL CAMINO REAL – DALY CITY/COLMA AREA.
