SUBJECT:

Agreement with the California Department of Aging for the Title V Program of the Older Americans Act of 1965 for FY 2007-08

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board of Supervisors to execute Agreement No. TV-0708-08 with the California Department of Aging (CDA) for the Title V Program of the Older Americans Act (OAA) of 1965 for the continuation of the Senior Community Services Employment Program for the term July 1, 2007 through June 30, 2008 in the amount of $188,227; and

2.

Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Aging and Adult Services (AAS), with the assistance of the services provided through funds for the Title V program, contribute to these commitments and goals by providing opportunities for San Mateo County older adults and adults with disabilities to maintain their independence and dignity through employment and real gains in income.

BACKGROUND:

Every four years Aging and Adult Services (AAS), as the Area Agency on Aging (AAA) of San Mateo County, is required to submit a Planning and Service Area Plan for aging services to CDA. The State also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s older adults and adults with disabilities population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with the County’s OAA allocation. On July 12, 2005, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2005-09. This plan, together with the annual budget, fulfills CDA’s requirements and generates contracts from CDA for funding of various OAA programs, including Title V.

 

DISCUSSION:

The Title V Senior Community Services Employment Program (SCSEP) supports the training and placement of low-income older adults in subsidized positions in community services agencies throughout San Mateo County. The subsidized employment through SCSEP provides nineteen part-time training positions to prepare individuals for unsubsidized work. The subsequent placement of trained individuals in unsubsidized positions is the successful outcome of this program and is reflected in the performance measure. The targeted population for this program includes low-income individuals who face significant barriers to employment including lack of work experience, an unstable home environment, cultural issues, and mental health issues. Employment services are part of the group of supportive services funded with the County’s OAA allocation.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2007 through June 30, 2008. Execution of this Agreement with CDA allows the County to claim its allocation of OAA funding for the Title V Program for FY 2007-08. The total amount of the Agreement is $188,227: $127,831 in Federal funds and $60,396 in State funds. In addition, the service provider participating in this program provides its own funds, thereby expanding the funding for the Title V Senior Community Services Employment Program available in San Mateo County. Revenues and expenses related to this Agreement are included in the AAS tentatively Adopted FY 2007-08 Budget. There is no Net County Cost.
