Agreement with the City of Pacifica to assist with the rehabilitation of the Pacifica Senior Center

 

Recommendation

Adopt a Resolution:

 

1.

Authorizing execution of an Agreement with the City Of Pacifica in the amount of $170,000 to assist with rehabilitation of the Pacifica Senior Center for the term of August 1, 2007 through June 30, 2008; and

 

2.

Authorizing the Director of the Department of Housing or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The action contributes to this commitment and goal by helping maintain the viability and durability of the senior center so that it can continue to provide services and activities for the senior population of the City of Pacifica

 

Background

The Pacifica Senior Center is located at 540 Crespi Drive less than 500 yards from the Pacific Ocean. The building was last renovated 20 years ago. The roof and air conditioning system have reached beyond their useful life due to the extreme weather conditions experienced at the site. The Center provides daily congregate meals, meals on wheels, transportation, information and referral services, as well as social and educational activities for seniors. There are currently over 450 seniors using these services.

 

Discussion

The City applied for a grant from the FY 2007-08 CDBG funding to provide the new roof, upgrades to the air conditioning system, and installation of a solar collection system to augment the heating system for the building. The overall project cost is estimated at $600,000. The Agreement provides for the County to provide $170,000 toward the project cost with the City providing the balance. The City has currently budgeted $350,000 toward this specific project. If the City is unable to transfer funds from another project, they will modify the scope of work to fit within the funds available.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel has reviewed and approved the Resolution and Agreement as to form. Risk Management has reviewed and approved the insurance coverage provided by the Contractor.

Fiscal Impact

This program is included in the Department of Housing Budget for FY 2007-08. The County’s total obligation under this Agreement is $170,000, from CDBG funds. There is no Net County Cost.
