Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

The reclassification of three positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying two filled positions and one vacant position.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

ORGANIZATION 39000 PARKS AND RECREATION

Action A:

Reclassify: One position of L042, Gardener

Biweekly Salary: $1,839.20 - $2,299.20

Approximate Monthly Salary: $3,985.00 - $4,982.00

To: One position of L040S Park Ranger Series

Biweekly Salary: $1,839.20 - $2,299.20

Approximate Monthly Salary: $3,985.00 - $4,982.00

Explanation:

This is the reclassification of one vacant position of Gardener to the classification of Park Ranger II. This position has been studied and determined to be appropriately classified as Park Ranger II. This action represents no change in the monthly salary and benefits. There is no change in the total number of authorized positions.

 

ORGANIZATION 59000 ENVIRONMENTAL HEALTH

Action A:

Reclassify: One position of J003S Hazardous Materials Specialist Series

Biweekly Salary: $2,584.00 - $3,229.60

Approximate Monthly Salary: $5,599.00 - $6,998.00

To: One position of J005 Hazardous Materials Specialist IV

Biweekly Salary: $2,788.80 - $3,485.60

Approximate Monthly Salary: $6,043.00 - $7,553.00

Explanation:

This is the reclassification of one filled position of Hazardous Materials Specialist III to the classification of Hazardous Materials Specialist IV. This position has been studied and determined to be appropriately classified as Hazardous Materials Specialist IV. This action represents a monthly salary and benefits cost of $760. There is no change in the total number of authorized positions.

Action A:

Reclassify: One position of F041S Rehabilitation Production Supervisor Series

Biweekly Salary: $1,906.40 - $2,383.20

Approximate Monthly Salary: $4,131.00 - $5,164.00

To: One position of F048 Rehabilitation Production Supervisor III

Biweekly Salary: $2,135.20 - $2,668.80

Approximate Monthly Salary: $4,627.00 - $5,783.00

Explanation:

This is the reclassification of one filled position of Rehabilitation Production Supervisor II to the classification of Rehabilitation Production Supervisor III. This position has been studied and determined to be appropriately classified as Rehabilitation Production Supervisor III. This action represents a monthly salary and benefits cost of $848. There is no change in the total number of authorized positions.

 

Fiscal Impact

The reclassification action represents a monthly salary and benefits cost of $1,608 or an annual cost of $19,296.
