SUBJECT:

Approval of FY 07 Emergency Management Performance Grant Program for the San Mateo Operational Area.

 

RECOMMENDATION:

Adopt a resolution authorizing the Sheriff, in his capacity as OES Area Coordinator, to:

1.

submit a grant application to the State Office of Emergency Services for administration of the Fiscal Year 2007 Emergency Management Performance Grant Program in the amount not to exceed $131,810; and

2.

execute in the name of the County of San Mateo all necessary applications, contracts, agreements, amendments and payment requests hereto for the purposes of securing grant funds and to implement and carry out the purposes specific in the grant application.

This grant enhances the local law enforcement’s abilities to protect life, property and vital infrastructure in times of disaster or emergency.

 

BACKGROUND:

For several years the San Mateo County Sheriff’s Area Office of Emergency Services (OES) has served as the local administrator for the Emergency Management Performance Grant, as well as the State Domestic Preparedness Grant, and State Homeland Security Grant programs.

The Sheriff’s Office of Emergency Services is the administrator for the dissemination of information, emergency plans, and the coordination of any disaster or emergency that may occur in the County, OES serves as the liaison to the 20 cities and unincorporated areas of the County and is part of a Joint Powers Authority.

 

DISCUSSION:

The purpose of the Fiscal Year 2007 Emergency Management Performance Grant (FY07 EMPG) program is to support comprehensive emergency management and to encourage the improvement of mitigation, preparedness, response and recovery capabilities for all hazards.

Funds provided under the FY07 EMPG will allow the San Mateo Area Office of Emergency Services (OES) to support activities that contribute to the capability to prevent, prepare for, mitigate against, respond to and recover from emergencies and disasters, whether natural or man-made. OES will serve as the administrator for the distribution to cities and special districts within the County.

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The $131,810 grant will be utilized for supplementing and enhancing existing capabilities and facilitating exercises and training. Much of the funding will be channeled to city and special district fire and police services throughout the County. Existing OES staff resources will be used to administer this grant program. Therefore, there is no impact on the County, OES, or Sheriff’s Office Net County Cost.
