BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION IN SUPPORT OF POLICIES AND PARTNERSHIPS THAT PROMOTE THE DEVELOPMENT AND MASS PRODUCTION OF PLUG-IN HYBRID ELECTRIC VEHICLES; AND DIRECTING STAFF TO CONSIDER THE PURCHASE OF PLUG-IN HYBRIDS WHENEVER POSSIBLE, INCLUDING FLEET ORDERS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, America’s reliance on foreign oil is a growing threat to the country’s economy and national security; and

 

WHEREAS, plug-In hybrids are 50 percent more fuel efficient on average than conventional hybrids and 100 to 200 percent more fuel efficient on average than gas-powered vehicles; and

 

WHEREAS, according to the California Air Resources Board, passenger vehicles and light-duty trucks account for more than 30 percent of California’s climate changing carbon dioxide emissions; and

 

WHEREAS, according to the California Air Resources Board, electric vehicles

reduce pollutants by more than 90 percent when compared to the cleanest conventional

gas-powered vehicles; and

 

WHEREAS, the commitment to purchase plug-in hybrids when they become commercially available provides a strong signal to auto manufacturers that a large market for this type of vehicle exists; and

 

WHEREAS, the mass availability of plug-in hybrid vehicles will lessen this country’s dependence on foreign oil, and reduce emissions of climate changing carbon dioxide and other harmful air pollutants; and

 

WHEREAS, according to the California Air Resources Board, plug-in hybrids have the potential to foster technological breakthroughs leading to the development of zero-emission vehicles; and

 

WHEREAS, in conjunction with the California Air Resources Board’s Zero Emission Vehicle program, the commitment to support plug-in hybrids will accelerate the development and mass production of zero-emission vehicles,

 

NOW, THEREFORE, IT IS HEREBY RESOLVED that the Board of Supervisors:

    1. joins the Plug-In Partners National Campaign

    2. directs staff to consider future purchases of plug-in hybrid vehicles, where appropriate, including fleet orders

    3. makes a commitment to support local, state and federal policies that will promote plug-in hybrid vehicles; and

    4. makes a commitment to support the California Air Resources Board’s Zero Emission Vehicle Program; and

    5. will work with the local government, education, business and environmental communities to advocate for the purchase of plug-in hybrid vehicles
