Agreements with 23 providers of Aging and Adult Services for FY 2007-08

 

RECOMMENDATION:

Adopt a Resolution:

   

1.

Authorizing the President of the Board of Supervisors to execute the Agreements with Alzheimer’s Association, Northern California & Northern Nevada; Avenidas; Catholic Charities CYO; Center for Independence of the Disabled; City of Belmont; City of Daly City; City of East Palo Alto; City of Menlo Park; City of Pacifica; City of San Bruno; City of San Mateo; City of South San Francisco; Coastside Adult Day Health Center; Edgewood Center for Children and Families; Family Service Agency; Legal Aid Society; Mills-Peninsula Senior Focus; Ombudsman of San Mateo County, Inc.; Peninsula Volunteers; Second Harvest Food Bank; Self-Help for the Elderly; Senior Coastsiders; and Sequoia Hospital for the provision of supportive, nutrition, and community-based services for the term of July 1, 2007 through June 30, 2008, for the total amount of $3,317,549; and

Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) for each Agreement and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Aging and Adult Services (AAS) strives to provide services to at-risk individuals in order to help them remain in the most independent setting possible. The provision of these services to this target population is a division-wide performance measure. With the assistance of the services provided through these Agreements we have met this measure as a Division.

BACKGROUND:

Fiscal Year 2007-08 is the third year of a four-year planning cycle for Older Americans Act (OAA), Community-Based Services Programs (CBSP), and Health Insurance Counseling and Advocacy Program (HICAP) funding. On November 8, 2004, the Commission on Aging (CoA) approved issuance of a Request for Proposals (RFP) for provision of services to older adults and adults with disabilities. AAS issued the competitive RFP during the third quarter of FY 2004-05 for a four-year cycle effective July 1, 2005 through June 30, 2009. Services through the third year of this RFP are funded with a combination of federal, state, and county dollars, along with contributions from providers, the individuals served, the community, and other grants. Federal and state funding is provided through agreements with the California Department of Aging (CDA) for Title III/VII, Title V, CBSP, HICAP, and the Nutrition Services Incentive Program (NSIP).

 

DISCUSSION:

Services to be provided through these Agreements include Adult Day Care/Adult Day Health Care, Alzheimer’s Program, Brown Bag Program, Case Management, Congregate Nutrition, Caregiver Support, Health Insurance Counseling and Advocacy Program, Health Promotion/Disease Prevention, Home-Delivered Meals, Legal Assistance, Ombudsman Services, Senior Employment, and Transportation. All service providers were selected through the aforementioned approved RFP process, which was open to any interested providers and reviewed by an evaluation team approved by the CoA. These nutrition, supportive, and employment services, which serve approximately 10,750 seniors annually, are designed to carry out many of the goals and objectives identified in the New Beginning Coalition Strategic Plan and help at-risk individuals remain in the most independent setting possible.

 

The Resolution and Agreements have been reviewed and approved by County Counsel and Risk Management. The contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

 

FISCAL IMPACT:

The term of these Agreements is July 1, 2007 through June 30, 2008. The total combined amount of these Agreements is $3,317,549 (Exhibit A). Of this amount, $2,736,810 is provided through state and federal funding (Title III/VII, Title V, CBSP, and NSIP). Funding from the County Meals on Wheels Trust Fund is $193,327. The remaining $387,412 represents the Net County Cost. The federal, state, and county funding is included in the AAS tentatively Adopted FY 2007-08 Budget. Other funding sources in support of these services include provider contributions (match and non-match) in the amount of $8,798,202. The combined total funding for these services from all sources for FY 2007-08 is $12,115,751.
