RECOMMENDATION:

Adopt a Resolution:
|
1.

Authorizing the President of the Board of Supervisors to execute the Agreements with Addus HealthCare, Inc.; American CareQuest, Inc.; Medical Care Professionals; and NP Plus, LLC., for home health and attendant care services for the term July 1, 2007 through June 30, 2010 for the collective amount of $970,000 for FY 2007-08; and

2.

Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) for each Agreement and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Aging and Adult Services (AAS) strives to provide services to at-risk individuals in order to help them remain in the most independent setting possible. The provision of these services to this target population is a division-wide performance measure. With the assistance of the services provided through these Agreements we have met this measure as a Division.

BACKGROUND:
|
AAS provides protective and supportive services, case management, and conservatorship services to functionally impaired adults and seniors. Funding for these services is a combination of Federal and State funds, as well as fees for services. Protective and supportive services provided by AAS include attendant care to individuals living independently. Attendants provide a variety of personal and health-related services that enable clients to remain in their own homes and avoid institutionalization. AAS programs that provide attendant care include the Multipurpose Senior Services Program (MSSP), AIDS Case Management and Waiver (AIDS) Programs, Linkages/Respite, Centralized Intake/Adult Protective Services (APS), and the Public Guardian program.

DISCUSSION:
|
A Request for Proposals (RFP) for a three-year cycle for the term July 1, 2007 through June 30, 2010 for home health and attendant care services was issued in January 2007. Five organizations submitted proposals in response to the RFP: Addus HealthCare, Inc., American CareQuest, Inc., Medical Care Professionals, NP Plus, LLC., and Universal Staffing. An evaluation committee including representatives from two Divisions of the Health Department and a community-based organization evaluated each of the proposals to assess the applicants’ experience and competence in the provision of the services required. Based on the criteria and the committee’s evaluation, four applicants were selected to provide home health and attendant care services.

The Resolution and Agreements have been reviewed and approved by County Counsel and Risk Management. The contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

FISCAL IMPACT:
|
The term for all four of the Agreements is July 1, 2007 through June 30, 2010. The maximum the County shall be obligated to pay collectively for these Agreements for the term July 1, 2007 through June 30, 2008 under a single resolution is $970,000. The funding for these contracts, which is a combination of State, Federal and client (conservatee) funds, is included in the AAS tentatively Adopted FY 2007-08 Budget. The amounts to be paid for FY 2008-09 and FY 2009-10 will be determined at a later date, and amendments will be brought before the Board of Supervisors for approval to include the additional amounts when that information is available. There is no Net County Cost associated with this action.
