Amendment to Workforce Medical Group Agreement

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an amendment to the agreement with Workforce Medical Group to provide pre-placement and occupational health monitoring physical examinations and services to comply with Federal and State mandates, extending the term through December 31, 2007, increasing the amount by $200,000 to $762,500, and adding Compliance with Contractor Employee Jury Service Ordinance language to the agreement.

BACKGROUND:

Federal and State Standards mandate that the County provide certain occupational and health monitoring of employees including respiratory protection, hearing conservation, hazardous materials and DMV physicals. Pre-placement physical examinations on applicants in selected classifications are conducted to determine the applicant’s ability to perform the essential functions of the job and whether accommodation is necessary and/or feasible. Additionally, employees may receive inoculations against communicable diseases such as Hepatitis A and B that they may be exposed to on the job.

 

The County currently contracts with Workforce Medical Group to administer the County’s pre-placement and occupational health monitoring program. In addition, Workforce Medical Group serves as the primary triage source for new and ongoing workers’ compensation injuries. Workforce Medical Group was selected through a competitive RFP process. The existing three-year agreement with Workforce Medical Group totaling $562,500 was approved August 2004.

 

DISCUSSION:

We are requesting to extend the term of the agreement with Workforce Medical Group through December 31, 2007 to allow for the completion of a Request for Proposal (RFP) process. The contract amount will also be increased to cover services incurred during the existing contract term as well as the extended three-month coverage. The increase in cost is due to an increased number of employees referred to Workforce Medical Group due to 1) preplacement examinations as a result of addition of positions and 2) implementation of the County’s medical provider network in late 2005. The majority of injured employees are now first seen by Workforce Medical Group, which has resulted in overall savings in the Workers Compensation Program.

Workforce Medical Group continues to offer responsive and cost effective occupational medical services. Feedback from employees indicates a high level of satisfaction with the convenient location, quality of services and courtesy of staff at the clinic.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This memo, resolution and amendment have been reviewed and approved by County Counsel. In addition, to allow for the completion of a RFP, the County Manager has approved a waiver of the three-year contract requirement.

 

FISCAL IMPACT:

The amendment to the three-year agreement with Workforce Medical Group extends the term three months for a new end date of December 31, 2007 and increases the amount of the agreement by $200,000 for a total amount of $762,500. The cost of the services will continue to be paid out of the Workers’ Compensation Trust Fund. There is no impact to the Net County Cost.
