2007 Coastside Cape and Slurry Seal Project in Montara, Moss Beach, El Granada, Miramar and Lobitos Creek Areas (County Project No. RK801 – F-306 [F])

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the 2007 Coastside Cape and Slurry Seal Project in Montara, Moss Beach, El Granada, Miramar and Lobitos Creek Areas to American Asphalt in the amount of $752,300.00.

Adoption of this resolution contributes to this commitment and goal by substantially improving the condition of the road for the benefit of the public.

 

Background

 

Previous Board Action

Adopted Resolution Number 067454 on July 12, 2005, which “streamlined” the bid process for non-controversial maintenance type road projects, by authorizing the Director of Public Works to develop plans and specifications and to call for bids for these types of projects.

 

History

On Tuesday, July 24, 2007, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

Discussion

The bids have been checked and the bid by:

 

American Asphalt

27601 Industrial Boulevard

Hayward, CA 94540

 

at $683,927.00 was the lowest bid received.

 

The Engineer’s estimate was $580,000. A summary of the bids received is illustrated on Exhibit “A”:

 

Although the lowest bid is approximately $104,000 higher than the Engineer’s Estimate, we have reviewed the lowest bidder’s proposal and believe it accurately reflects costs for this type of work.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost for construction is $752,300.00, which includes a ten percent (10%) contingency (approximately $68,373) as the work is bid on a unit price basis (i.e., per square yard for cape or slurry seal placed, per square yard of pavement repair areas, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weight and actual limits of the construction project, or to pay for added work resulting from unforeseen conditions not anticipated in the construction contract documents.

 

Funds have been appropriated in the Road Fund to finance this work.

 

There is no impact to the General Fund.
