BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION 1) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH THE CENTER TO PROMOTE HEALTHCARE ACCESS TO PROVIDE MAINTENANCE, TECHNICAL SUPPORT, AND SYSTEM EXPANSION OF THE ONE-E-APP PROGRAM FOR THE TERM OF JULY 1, 2007 THROUGH JUNE 30, 2010, IN THE AMOUNT OF $628,164; AND 3) AUTHORIZING THE DIRECTOR OF HEALTH OR THE DIRECTOR'S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS THAT MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, in August 2006 your Board, through Resolution 68213, approved an Agreement with The Center to Promote HealthCare Access (The Center) to implement One-e-App (OeA) as the system used for screening and assistance for all of the County’s health coverage programs for adults and children; and

 

WHEREAS, Ordinance Code Section 2.92.160 authorizes the Board of

Supervisors to waive the RFP process in any situation where the Board of Supervisors determines that the best interest of the County should be served without the necessity of proposals; and

 

WHEREAS, it is in the County’s best interest to waive the RFP process due to the Center to Promote Healthcare Access being a “sole source” provider that will provide maintenance, technical support, and system expansion of the One-e-App program; and

 

WHEREAS, the modification of the County’s Non Discrimination provision will

facilitate the County’s ability to highlight to the Center any issues of discrimination or

perception of discrimination in a manner that enables these issues to be addressed

effectively and efficiently; and

WHEREAS, the term of the Agreement is July 1, 2007 through June 30, 2010, for a total obligation of $628,164; and

 

WHEREAS, this Board of Supervisors has been presented with a form of the Agreement and has examined and approved the Agreement as to form and content and desires to enter into the Agreement:

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

 

BE IT FURTHER RESOLVED that the Director of Health or the Director's designee is hereby authorized to execute contract amendments that modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions
