RECOMMENDATION:

Adopt a resolution to:

1.
|
Approve the construction plans, specifications and determining the prevailing wage scales for the Receiving Home.
|
|
|
2.
|
Authorize the publication of a Notice to Contractors twice in a local newspaper.
|
|
|
3.
|
Authorize the Director of Public Works to call for bids and to set the bid opening date, time and place.
|
|

This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community. The Receiving Home is a component of the Youth Services Center.

BACKGROUND:
|
The Board of Supervisors has approved the construction of the new San Mateo County Youth Services Center. The major components, including Juvenile Hall, Juvenile Court, Girls Camp, and Probation Offices, have been completed and are occupied. Another component of the project is the Receiving Home, which is operated by the Human Services Agency. The new Receiving Home will be located on Tower Road and will replace the current facility, which was built in 1952 in San Mateo at Hacienda and 37th Avenue.

The Receiving Home originally was to be constructed with modular building units under The Turner Construction Company construction management agreement that included the entire Youth Services Center project. It has now been determined that conventional construction methods are more appropriate for this project.

DISCUSSION:
|
By Resolution No. 068057 approved on June 20, 2006, the County contracted with KMD Architects for the design and construction administration of the Receiving Home. The plans and specifications are now complete and the project is ready for bid. The project will be constructed utilizing a general contractor and Public Works Capital Projects Unit will manage the project. The County will receive bids and award the contract to the lowest responsive and responsible bidder. The Human Services Agency has accepted the plans and specifications and is in agreement with this action.

It is anticipated bids will be received October 9, 2007. Construction is scheduled to start January 2008 and be completed by September 2008.

FISCAL IMPACT:
|
The estimated construction cost range is between $3.4 and $3.8 Million. This component of the project is funded by the sale of lease revenue bonds and $1,000,000.00 from both the Human Services Agency and the County General Fund.
