TO:

Honorable Board of Supervisors

FROM:

Supervisor Rose Jacobs Gibson

SUBJECT:

Resolution to Submit Application to Designate the El Camino Real Corridor within Unincorporated San Mateo County as a Priority Development Area

RECOMMENDATION:

Adopt a Resolution authorizing the submission of an application to designate the El Camino Real corridor within unincorporated San Mateo County as a priority development area.

VISION ALIGNMENT:

Commitment: Responsive, effective and collaborative government.

Goal(s): 22) County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County.

BACKGROUND:

The Association of Bay Area Governments and the Metropolitan Transportation Commission in coordination with the Bay Area Air Quality Management District and Bay Conservation and Development Commission (collectively, the “regional agencies”) are undertaking a regional planning initiative called FOCUS. As part of this process, jurisdictions have been invited to submit applications to establish what is called a priority development area (PDA). The benefit of becoming a PDA is that jurisdictions may be able to obtain incentive funds for either planning or capital projects at some point in the future.

DISCUSSION:

The City/County Association of Governments of San Mateo County (C/CAG) has asked its member agencies to adopt resolutions of local support that would allow them to submit PDA applications. C/CAG has already submitted an application to designate the areas within ¼ mile of the entire El Camino Real corridor as a PDA. C/CAG advises that resolutions of local support will strengthen C/CAG’s application, as well as increase each individual jurisdiction’s eligibility for potential future regional incentive funding.

FISCAL IMPACT:

None.
