Agreement with Family and Children Services

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with Family and Children Services for the provision of mental health services for clients of the AIDS Program and for services authorized through the Mental Health Plan for the term July 1, 2007 through June 30, 2010, for a maximum of $190,292; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Since 1995 Family Services Mid-Peninsula, now Family and Children Services Agency, has been providing mental health outpatient services to youth and their families under the MHP. Mental Health Services has contracted with this provider since 2001 for the provision of mental health services to clients of the AIDS Program and their significant others.

 

DISCUSSION:

In April 2007 the Mental Health Services Division issued a Request for Proposals (RFP) for mental health services to individuals with HIV and/or AIDS-related illnesses and their significant others. Family and Children Services was the only agency to submit a proposal, which was reviewed and accepted. In May 2007 Mental Health Services issued a RFP for the provision of managed care outpatient mental health services through the MHP. Family and Children Services responded with a proposal that was reviewed and accepted.

 

Mental Health Services is renewing the Agreement with this provider for a three-year term. The Agreement with this provider is currently on the continuing resolution.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2010. The maximum obligation for this contract is $190,292, which covers the three-year term for both AIDS Program services and MHP services. The maximum amount for FY 2007-08 is $63,430, which has been included in the Mental Health Services tentatively Adopted FY 2007-08 Budget. Of that amount, $46,764 is for AIDS Program services funded through a grant from the State Department of Mental Health. The budgeted amount for services provided through the MHP is $16,666, which is funded 100% from federal and state Medi-Cal. There is no Net County Cost. Similar arrangements will be in place for FY 2008-09 and FY 2009-10.

Services shall be provided for adults, children, youth and families who are San Mateo Medi-Cal, Healthy Families, Healthy Kids and Health Plan of San Mateo CareAdvantage beneficiaries. One contract will be awarded specifically for mental health services provided within primary care settings in East Palo Alto to provide services for uninsured individuals as well as other eligible clients.
