Agreement with Josefina Hsiao dba Care Plus/Perpetual Help Home

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with Josefina Hsiao dba Care Plus/Perpetual Help Home for the provision of residential board and care services for mentally ill clients for the term July 1, 2007 through June 30, 2010, for a maximum obligation of $188,076; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Since December 17, 1985, your Board has approved resolutions authorizing expenditures for residential care facilities serving mentally ill clients. Under the B-1 Administrative Memorandum, the selection of providers of residential services for mental health clients is exempt from the Request for Proposals requirement. Mental Health Services publishes a public notice every year to solicit applications for new providers. Mental Health Services has contracted with Care Plus/Perpetual Help Homes for many years.

 

DISCUSSION:

This contractor operates a 12-bed board and care facility for difficult to place clients, and provides two (2) levels of service, the Step Down Service Level and the Augmented Service Level. Clients at the Step Down Service Level are generally more independent and stable, requiring lower levels of supervision and less intensive services. The Augmented Service Level is for seriously mentally ill clients who require a higher level of supervision and services including more intensive mental health services, social skills training, and assistance with activities of daily living. The Agreement with this provider is being renewed for a three-year period.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. The Agreement is currently on the Continuing Resolution.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2010. The Agreement maximum is $188,076 for the three-year term. For FY 2007-08 the budgeted maximum is $60,961, which has been included in the Mental Health Services’ tentatively Adopted FY 2007-08 Budget. Of that amount, sales tax through realignment will fund $54,255, and the Net County Cost is $6,706. Similar arrangements will be made for FY 2008-09 and FY 2009-10.
